Questions for Solicitation No. FDA-RFP-1146043 entitled, “Pilot Project(s) for Drug Supply Chain Security Act”.
Question 1: Section 1.2 states that the award will be a "Non-Commercial" Firm Fixed Price type contract. In Section 9.2, the Government incorporates FAR 52.212-1, which contains the Instructions to Offerors for Commercial Items. Can the Government confirm that this RFP is a Commercial solicitation?
Gov’t Response: This is a Non-Commercial requirement; we have struck this provision from the
RFQ.
Question 2: Section 8.3 references Section 7.3. However, Section 7 ends with 7.2. There is no Section 7.3. Can the Government provide the text for Section 7.3 or provide clarification as to the missing content?
Gov’t Response: We removed the reference to section 7.3. This section is covered under the HHSAR Clause 352.224-70.
Question 3: Please confirm that the relevant past performance documentation is not included in the 25 page limit for Volume I and should be included in an Appendix.
Gov’t Response: Correct. Relevant Past Performance documentation is not included in the 25 page limit for Volume I.
Question 4: Please confirm that "Relevant Past Performance" is "Factor 3" for volume 1.
Gov’t Response: Correct. The RFP has been modified to reflect this updated change.
Question 5: The evaluation criteria lists the rank order of importance as 1 - Technical, 2- Management/Staffing Plan, 3- Relevant Past Performance, and 4 - Price. However, the Technical Evaluation Criteria lists 1 - Technical Capabilities , 3 - Relevant Past Performance, 4 - Management/Staffing Plan. Please clarify the complete lists of evaluation criteria and order of importance.
