DESCRIPTION OF REQUIREMENT:

Pursuant to the authority of 41 USC 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, the U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grant Services (OAGS) intends to award a sole source contract to Becton, Dickinson and Company, One Becton Drive, Franklin Lakes, NJ for the BD FACSCelesta™ flow cytometer. It is designed to make multicolor flow cytometry easy and more useful to researchers. The anticipated period of performance of the contract will be 1 year for services.

The applicable North American Industry Classification System (NAICS) code for this acquisition is 541990 "All Other Professional, Scientific, and Technical Services.”

FDA has a need to only acquire the BD FACSCelesta Flow cytometer system. The flow cytometer must have the following characteristics to meet FDA instrument needs: Must have the capability of up to 3 lasers, 14 parameters with 12 colors. It must use state of the art fiber optics to carry the light/fluorescent signal from the flow cell for the PMTs. It must have the polygon optical arrangement and three pinholes for up to three lasers. It must have fixed alignment optics in conjunction with solid state lasers. It must have easily replaceable optical filters and mirrors for experimental flexibility. It must have sensitivity of <30 MESF-PE, <80 MESF-FITC and <75 MESF-APC (published specs). It must provide for performing real-time statistics via the DIVA software. It must have the CS and T software for standardizing and QC’ing the instrument (Cytometer Setup and Tracking software), which totally automates the QC of numerous parameters and alerts the user if a parameter does not meet specification and tracks the QC parameters over time. It must be capable of analyzing at least 30 logical gates. It must have digital electronics with acquisition speeds of 25,000 events per second. It must use continuous flow of sheath fluid, no syringe based systems, for looking at unlimited data volume or rare event analysis. It must have the capability for adding the FacsFlow Supply System, which has up to 20 liter capacity for sheath fluid and waste thus allowing the user to run the unit for long periods of time without needing to add Sheath fluid during long runs. It must have a foot print of <2’x2’ and a height of 2’ or less. It must have electronics that have virtually zero electronic noise thus allowing the user to see real populations down to the 1-2 log regions. The System must be configured to run the latest Brilliant Dyes from Sirigen.

The Government intends to solicit and negotiate directly with Becton, Dickinson and Company and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities.
