MDI DDU PSD Testing Equipment

PART 1 – Description

This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice. This Request for Quotation (RFQ) announcement constitutes the only solicitation that will be issued; quotes are being requested and a written solicitation will not be issued. This requirement is being solicited as a TOTAL SMALL BUSINESS SET-ASIDE and the Government contemplates a Firm-Fixed Price Purchase Order will result from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-87 dated April 6, 2016.

The associated North American Industrial Classification System (NAICS) code for this procurement is 334516. Its associated Small Business Size Standard is 500 employees.

Brand Name or Equal:

This is a BRAND NAME OR EQUAL acquisition; in accordance with FAR 52.211-6, to be considered for award, offers of equal products must meet the salient physical, functional, or performance characteristics provided in the statement of requirements. In order to be considered an “equal” solution, any alternative solution proposed must be able to perform in strict accordance with the salient operational and technical features described below.

Part 2 – Supplies or services and Prices/Costs

The Food & Drug Administration, Northeast Regional Laboratory conducts related regulatory and research projects and is in need of MDI Delivered Dose Uniformity (DDU) testing equipment, Dry Powder Inhalers (DPIs) Delivered Dose Uniformity (DDU) testing equipment and the dose uniformity sampling apparatuses: cascade impactors: Anderson Cascade Impactor (ACI) and Next Generation Impactor (NGI). The particle or droplet size distribution in the spray discharged by metered-dose inhalers and the particle size distribution in the cloud discharged by dry powder inhalers are crucial in assessing the performance of inhaler products and the major performance measures for nasal and inhalation aerosols, sprays, and powders relate to dose delivery to the patient, including delivered-dose uniformity and relevant measures of particle size (optical or aerodynamic) depending on the dosage form.

For the determination of the Delivered Dose Uniformity (DDU) and Particle Size Distribution (PSD) of inhalable drug products, particularly Metered-Dose Inhalers (MDIs) and Dry Powder Inhalers (DPIs), special sampling and testing equipment such as: MDI Delivered Dose Uniformity (DDU) testing equipment, Dry Powder Inhalers (DPIs) Delivered Dose Uniformity (DDU) testing equipment is necessary. The dose uniformity sampling apparatuses, cascade impactors; Anderson Cascade Impactor (ACI) and Next Generation Impactor (NGI) for the Particle Size Distribution (PSD) in Dry Powder Inhalers are also specified by the USP (chapters <601> and <1601>). The Andersen Type Cascade Impactor is designed to measure the fine particle dose or fraction of the inhaler output having an aerodynamic diameter less than the size defined in the individual monograph. This relates to the drug dose or fraction that penetrates the lung during inhalation. The purpose of a Cascade Impactor is to separate aerosol particles and droplets into distinct categories on the basis of particle aerodynamic size. The Next Generation Impactor (NGI) is a high-performance, precision, particle-classifying cascade impactor for testing metered-dose, dry-powder, and similar inhaler devices in the Pharmaceutical industry. The NGI is a high-performance, precision, particle classifying cascade impactor designed for testing MDIs, DPIs, nebulizers and aerosol and nasal sprays. The instrument shall include a one year manufactured warranty for parts and labor and three option periods for an extended warranty/maintenance agreement. The option year warranties will began after the one year manufacture warranty has expired.
