QUESTIONS AND ANSWERS

SOLICITATION NUMBER # FDA-16-RFP-1163178

Analysis of HPHCs in Waterpipe Question 01 Would FDA please consider reducing the number of CLINs in RFP section 2.1 from 14 down to a single overall CLIN, and then allow the contractor to propose a monthly payment plan that makes sense based on the many tasks that will be ongoing over the one year performance period? We believe this would reduce the administrative burden on the part of FDA and provide more efficiency in the management of this project.

Answer 01 FDA may consider reducing the number of CLINs at the time of award.

Question 02 Regarding RFP section 10.6, not all of the proposed laboratories in which this work will be conducted have obtained ISO/IEC 17025 accreditation at this time. If the requirement applies, we would not be eligible to submit a bid for this opportunity. Would FDA consider removing this requirement from this solicitation?

Answer 02 We are removing the accreditation in Section 10.6, but please read Section 10.7 Factor #5 (Amendment 1 of the Solicitation).

Question 03 The Pricing Table in Section 2.1 does not account for every task in the RFP. For instance, Task 2.1 which is for the purchase of waterpipe tobacco is not in the current Pricing Table but would have associated costs. Would FDA allow additional tasks to be included in this Pricing Table?

Answer 03 Yes, See Amendment 1 of the Solicitation, Section 2.1 Pricing Table.
