In 1991 the outside cable system was installed in conduit buried in concrete; cable to the Center’s conference center and Visitor Housing (Bldgs 70-74) was direct buried in 1989. Station wiring for Buildings 15, 53A, 53B, 53C, 53D, 53E, 62, 70, 71, 72, 73, and 74 was installed in 1987; wiring for building 5A, a barrier facility, was installed in the early 1970s. Station wiring for Building 10 was installed in 1995. Station wiring for Building 50 was installed in 2004. Station wiring for Building 26 was installed in 2000. Station wiring in all other buildings was installed in 1991 or later. The existing telephone switch is housed in building 54.
The Meridian SL1, Option 61, Succession release 4.5, is a Dual Tone Multi frequency (DTMF) signaling system with:
. Two primary attendant consoles in Building 31;

Solicitation provisions
Contract Type: Commercial Item-Firm Fixed Price.
The provision at FAR 52.212-1 Instructions to Offerors-Commercial Items (JUL 2013) applies to this solicitation. The following addenda have been added to this provision:
Addendum Paragraph (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm until October 30, 2013.
The provision at FAR 52.212-2 Evaluation-Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows:
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(i) Technical capability of the services offered to meet or exceed the Government’s requirement.
(ii) Past Performance
(iii) Price.
Technical and Past Performance when combined are significantly more important than price in determining the best value to the government. If the Government determines that competing technical proposals are essentially equal, price becomes increasingly important and may become the determining factor in the best value decision.
Technical capability will be determined by review of information submitted by the offeror which must provide sufficient technical information necessary for the Government to conclusively determine that the offered services meet the technical requirements identified above. Indicate your approach for accomplishment of the Statement of Work; demonstrate recognition and ability to overcome potential difficulties in the performance of the statement of work including catastrophic failure plan. Provide detailed description of data management; describe organizational experience and personnel who will be assigned to this project, (i.e., demonstrate capability to provide personnel who are Original Equipment Manufacturer (OEM) trained to provide maintenance and provide OEM repair and spare parts). Identify all proposed subcontractors, their specific roles and responsibilities, the proposed subcontract value expressed as a percentage of the total proposed price (do not include actual subcontract price for this effort or total proposed price information in this technical capability proposal). The response should include who, what, when and how the requirement will be accomplished. Such documentation should also include technical information necessary for the Government to conclusively determine that the respondent and their technical/engineering staff is qualified and capable to perform the services and otherwise able to meet all the performance requirements herein. Please be advised that generic statements are not sufficient for effective evaluation of respondent’s capability. Responses shall not exceed fifteen pages in length.
Past Performance: Provide 3 references (within the last 3 years from the date of this solicitation) relevant to this requirement in terms of type, scope, complexity, and size. For each of these past performance references, provide a detailed description of the work, the period of performance, the dollar value of the work, your role and responsibilities as either a prime or a subcontractor, the client name and address and client point of contact name, phone number and email address.
Provide detailed price quote for each schedule of item and attachment 1. Include the firms DUNS number with quote.
The government is not responsible for locating or securing any information, which is not identified in the proposal however the Government reserves the right to obtain information for use in the evaluation from any and all sources including sources outside of the Government.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Offerors are afforded the opportunity to inspect the system prior to the date set for receipt of quotes by contacting the Contract Specialist/Contracting Officer identified herein to schedule an appointment. Failure to inspect the system will not relieve the successful offeror from fully meeting the requirements of the resulting contract at the price offered.
FAR Provision 52.237-1 Site Visit (Apr 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. A site visit is planned for Wednesday August 28, 2013 at 1PM Central Time. Participants will meet at NCTR Main Entrance Security Building. Attendees shall notify the Contract Specialist, Nick Sartain, via email at nick.sartain@fda.hhs.gov, not later than one (1) work day in advance regarding your planned attendance, providing company and attendee(s) name(s).”
