About this file

This is a Memorandum for File documenting a synopsis waiver for a federal contract solicitation. The Defense Logistics Agency (DLA) Weapons Support, based at Tinker Air Force Base, Oklahoma, has waived the synopsis requirement for solicitation SPRTA1-26-Q-0467 (PR 26-01574) dated September 9, 2026. The waiver is justified under FAR 5.202(a)(13) based on three criteria: the acquisition value does not exceed the simplified acquisition threshold, the solicitation will be made available through the Government Point of Entry (GPE), and offerors will be permitted to respond electronically via email. The memorandum references 41 USC Section 426's definition of electronic commerce to support the determination that synopsis publication is not required when these conditions are met. The Request for Proposal will be distributed through Contract Opportunities, enabling electronic submission of proposals. Sara Johnnie, Contract Specialist at DLA Aviation at Oklahoma City, approved and signed this memorandum.

MEMORANDUM FOR FILE

SUBJECT: Synopsis Waiver

Exception is taken to this requirement solicitation SPRTA1-26-Q-0467 for PR 26-01574 of the synopsis publicizing IAW with FAR 5.202(a)(13), exception:

(i) Is for an amount not expected to exceed the simplified acquisition threshold.

(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.

(iii) Permits the public to respond to the solicitation electronically.

Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.

Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
