Control No: 2020-67 Contractor: Geeks and Nerds Corporation
Program: Test Technology Support Services
Version – September 2018 FOR OFFICIAL USE ONLY
FAR Part 6 Justification and Approval for Other than Full and Open Competition
1. Contracting Activity: U.S. Army Mission and Installation Contracting Command - Fort Hood (MICC-FH), 36000 Darnall Loop, Room 1300B, Fort Hood, TX 76544-5095
2. Description of Action: The U.S. Army Operational Test Command (USAOTC) request approval to extend the period of performance for the Test Technology Support Services (TTSS) Cost-Plus-Fixed-Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract, W91151-15-D-0001 at Fort Hood, Texas for 12-months to Geeks and Nerds Corporation (GaN), 11247 Memorial Parkway, Huntsville, Alabama 35803. The Government projects award of this extension by 29 June 2020. Subsequent task orders awarded in FY 2020 against this IDIQ contract will use Research, Development, Test & Evaluation (RDT&E) funds.
3. Description of Supplies/Services: This contract provides specific technical requirements in support of the operational test, data collection and experimentation mission of USAOTC. The services that are required include test technology support, simulations, stimulations, emulations, software, logistical support and data management to the Government in the employment of live, virtual, and/or constructive simulations to create operationally realistic test environments. The contractor will also be required to provide test plans for accreditation of simulations and software, conduct Verification and Validation (V&V) tests, and report test results to include evaluating and demonstrating technical system and software operational capabilities. A variety of supported tests are scheduled or ongoing: Bradley follow-on Operational Test and Evaluation (FOTE), Joint Assault Bridge Initial Operational Test (IOT), Stryker Modified Improved Target Acquisition System (MITAS), Leader and Manpack Consolidated Radio Initial Operating Test Evaluation (IOT&E), Shadow FOTE2, Command Post Computing Environment (CPCE), and CPI-2.
Period of Performance: 1 July 2020 – 30 June 2021 Total Value: $8M
4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited: Pursuant to FAR 6.302-1(a)(2), when the supplies or services required by the agency are available from only one responsible source, or for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
a. Background:
i. On 12 July 2019, the Senior Contracting Official approved a Determination and Findings (D&F) to consolidate the TTSS requirements with the primary location of performance at Fort Hood, with the TTSS requirements of the Intelligence and Electronics Warfare Test Directorate (IEWTD) at Fort Huachuca, Arizona. The combination of the two requirements resulted in developing a new Performance Work Statement (PWS) to encompass both requirements.
ii. On 20 November 2019, a site visit was held at the Fort Hood location where the IEWTD team exhibited a PowerPoint presentation to the 89 interested vendors. The site visit generated over 200 questions, which led to the determination to consider an additional site visit at the Fort Huachuca, Arizona location. The second site visit was held on 11 March 2020 for seven (7) interested vendors to address concerns related to the local conditions and the Risk Management Framework (RMF) services.
This site visit generated over 100 questions and feedback received from industry. After careful review of the questions and feedback, USAOTC determined that additional revisions to the PWS were necessary to clarify and refine the requirement. The resultant PWS was finalized on 2 June 2020. The additional time it has taken to finalize the PWS has precipitated the need for a 12-month extension to prevent a break-in service, award the follow on contract, and allow a 30-day contract transition. Award is anticipated on 24 May 2021 with phase in from 1-30 June 2021, and performance starting on 1 July 2021. Based on the interest generated from the site visits, there is an anticipation of receiving six (6) or more proposals. The proposed 12 months will allow the Government to complete all proposal evaluations and make timely award.
Additionally, it would take a minimum of 30 days to transition the test support services to another contractor. This contract extension is necessary to provide continued support for ongoing operational test activities and test support for Army and DoD level programs at USAOTC.
b. Alternatives:
i. Suspension of Contract Support. The TTSS provided by GaN are ongoing and critical to mission accomplishment. USAOTC has a statutory mission to conduct the independent operational test for material and equipment before full-scale production under 10 U.S. Code Section 2399. Suspension of the TTSS would cause major, if not critical, disruption to the USAOTC's mission. A break in services would significantly impact scheduled operational tests, established program milestones, and program costs resulting in the delay of the development and fielding of critical equipment into the hands of Soldiers. Therefore, this alternative is not viable.
ii. Use of In-House Resources. USAOTC lacks sufficient manpower, technical expertise, and resources to perform the required TTSS. The U.S. Army does not contemplate acquiring adequately trained personnel within the Government in the
