About this file
This document is a justification for a sole source bridge contract award. The contract is for laundry and dry cleaning services at Fort Rucker to be provided by incumbent contractor Robertson & Penn, Inc. The follow-on competitive contract award was delayed due to protest, so this bridge contract is necessary to ensure required services are provided from January to June 2021 with an option to extend month-to-month through December 2021. The services include picking up, transporting, cleaning, and delivering items such as bedding, uniforms, tablecloths and flags. Award of the bridge contract to the incumbent is justified as the only viable option due to the time needed for a new contractor to mobilize by January 2021. The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis will award contract W9124G-21-C-0003 for an unknown amount to an unknown vendor on December 30, 2020 for these services.

A Bridge Contract for an interim period is the only rational and feasible alternative.
Conducting a limited competition for the Bridge Contract would be costly and create a significant operational risk if the contract was awarded to another company other than the incumbent. The six-month Bridge Contract with option six months (month-to-month) is anticipated .
As there is insufficient time to complete a new acquisition process, a Bridge Contract for services is required as a bridging strategy for meeting the demand for continuation of services.
(b) Alternatives: Suspending the operation will have an impact to the Service Members on the installation with unclean and un-kept bedding and clothing items. Award of the follow-on contract has been delayed due to a protest but is in process of being reprocured. Fort Rucker is a training installation. Those Services Members residing in the billets are not responsible for cleaning the bedding (sheets, pillowcases, mattress covers/pads, etc...). This contract is also responsible for the cleaning of other items as well (table cloths, aprons, curtains, flags, etc...). This is not a viable alternative to suspend the services.
(c) There exists a clear and present need to continue these services beyond 31 December 2020. The Bridge Contract will be for a six-month period with a six month-to-month option if needed (1 July 2021 through 31 December 2021). The follow on requirement is being solicited. It will be evaluated, awarded, and provide for a smooth transition to the incumbent or another Contractor. The incumbent is fulfilling the requirement satisfactorily. Given the critical nature of this service, time, and effort to develop or modify work statements, obtain approvals, contract offer, evaluate offers, make contract award, phase–in a new Contractor and phase-out the incumbent Contractor, all in accordance with existing guidance and Federal Law is not feasible. It is unrealistic to expect a concern other than the incumbent to mobilize, train, and stand-up an organization by 1 January 2021.
This service was awarded to Bonanza Dry Cleaners LLC on 29 November 2019 with an effective date of 1 December 2019. After award and the unsuccessful letters (two) were sent, each Vendor requested a debriefing. After debriefings were completed, Robertson & Penn Inc. put in for a protest. A modification was immediately completed to issue a stop work before performance started. While processing the corrective action, additional reviews were conducted and a final decision was made in December 2020 to post a new solicitation because both proposals received included an unacceptable level of performance risk, along with other concerns relating to terms and conditions included in the solicitation. The current Bridge Contract ends 31 December 2020. As there is insufficient time to complete a new acquisition process, a Bridge Contract for services is required as a bridging strategy for meeting the demand for continuation of services.
Award to any other source would result in unacceptable delays in fulfilling this requirement and would negatively affect Fort Rucker’s ability to meet the needs of the Laundry & Dry Cleaning Services. The Bridge Contract to the current contractor, Robertson & Penn Inc., is the only viable alternative.

6. Efforts to Obtain Competition: In accordance with FAR 5.202(a)(11), this action will not be synopsized.
7. Actions to Increase Competition: Competition was considered for an interim effort, however, substantial investment is needed and thus competitive action for the interim is neither feasible nor a reasonable strategy for this short-term effort. A new solicitation is being procured. Once it has closed, proposals will be evaluated, and a new follow-on competitive contract will be awarded.
8. Market Research: Market Research was conducted for the follow-on acquisition and signed 10 September 2019. A new Market Research Report will be conducted for the follow-on.
9. Interested Sources: Solicitation will be synopsized IAW FAR 5.201 and that responses will be evaluated. See Paragraph 6 for the synopsis information. To date, no other sources have written to express interest in the acquisition. The follow-on acquisition should be awarded on or around 1 May 2021.
10. Other Facts:
a. Procurement History: Contract W9124G-14-D-0001 was awarded on 25 March 2014 for a base plus for options (1 April 2014 through 31 March 2019). A Bridge Contract was awarded on 1 October 2019 for a period of performance of 1 October 2019 through 31 December 2019. Another Bridge Contract (due to protest) was awarded on 31 December 2019 for a period of performance of 1 January 2020 through 31 March 2020 with optional nine months if needed.
