About this file
This document is a Justification for a Single Source or Brand Name Acquisition under the Simplified Acquisition Threshold (FAR 13.106-1(b)(1)) issued by the USDA APHIS PPQ MFFRF contracting activity.
The key details are:
- The USDA APHIS PPQ MFFRF in Edinburg, TX requires 12,500 lbs of Inactive Dry Yeast by 9/16/2024 or earlier to support the Mexican Fruit Fly rearing program.
- The new contracted vendor is unable to deliver the yeast on time, so the agency is making a sole source award to the previous vendor, Lake States Yeast LLC, to avoid a production stoppage that would negatively impact the agency's mission and the Texas citrus industry.
- Market research was conducted, and only one other vendor, Bakers Authority, was contacted but did not have enough product available.
- The estimated price for the 12,500 lbs of yeast is $60,000.
- Lake States Yeast LLC is the recommended sole source contractor.

Single Source/Brand Name Justification United States Department of Agriculture
FAR 13.106-1(b)(1) – Simplified Acquisitions
1. Identification of the agency and the contracting office.
Requesting Agency:
USDA APHIS PPQ MFFRF
22675 N. Moorefield Rd., Bldg. 6418 Edinburg, TX 78541
Contracting Activity:
USDA, APHIS, MRPBS, AAMD
Minneapolis Procurement Branch 250 Marquette Ave., Suite 200 Minneapolis, MN 55401
2. Description of supply or service required to meet the agency’s needs.
Inactive Dry Yeasts - 250 (50lb) bags. A total of 12,500 lbs. delivered by 9/16/2024 or earlier.
3. The rationale or circumstances for limiting competition.
Inactive Dry Yeast is a crucial part of the Mexican fruit fly diet. The new contracted vendor, is unable to deliver the first shipment of Inactive Dry Yeast earlier than expected. Without this product the fruit flies will die. We have reached out to the former vendor, Lake States Yeast, and they have enough product available for shipping as soon as they get a PO issued. Lake States Yeast is registered in SAM.gov.
The rearing facility located in Edinburg, TX is almost out of stock. The current out of stock date is 9/6/2024, therefore a sole source order is being made.
This is an Emergency purchase required to avoid a production stoppage of the Mexican Fruit Fly.
A stoppage would negatively impact the agency's ability to meet mission program requirements and will negatively impact the citrus industry in Texas.
4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.
A comprehensive review of alternative diets using different quantities of other ingredients was conducted and approved by S&T Insect Management and Molecular Diagnostics Laboratory (IMMDL) for the continuation of mass rearing of the Mexican Fruit Fly. Yeast is a key component regardless of the quantities.
One other vendor, Bakers Authority, apart from current contract holder, was contacted about inactive dry yeast availability and they did not have enough bags for 1 day of production.
