About this file

This document is a Brand Name Determination for a firm fixed-price contract to acquire Physical Access Control System (PACS) core component parts to expand NOAA's enterprise PACS system. The total estimated value is $142,000. NOAA has determined that only SoftwareHouse brand name components are compatible with their existing enterprise PACS system and can be managed by the CCure 9000 administration software. No other manufacturers' products can meet NOAA's requirements. The contract will be awarded to any authorized SoftwareHouse reseller through simplified acquisition procedures. The related federal contract opportunity is Solicitation Number 1305M224Q0352 for a CHS Access Control System, with a previous requisition number of 141013-24-0067.

3. Identification of the single source or the brand name to be solicited.

Any authorized SoftwareHouse reseller.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

· Brand Name and Compatibility to existing systems or equipment – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. NOAA operates an enterprise PACS that is a SoftwareHouse manufactured system. The system requires SoftwareHouse brand name component parts to connect to connect to and be managed by the Central SoftwareHouse CCure 9000 Administration Software. SoftwareHouse brand components are essential to the Government’s requirement and the ability to continue to expand and operate its Enterprise PACS system in accordance with FICAM. A “brand name or equal” description cannot be used because integration of or inclusion of non-SoftwareHouse components is not possible; any non SoftwareHouse components are not compatible. Other companies’ similar product(s) do not meet, and cannot be modified to meet the agency’s needs. NOAA will not be able to manage, maintain, monitor, and control access to is Federally owned and leased spaces without continuing to expand using the SoftwareHouse CCure 9000 and SoftwareHouse iStar parts and related components.

5. Market Research.

Extensive research was completed by NOAA using internal and external resources. No other manufacturer’s systems or component parts are compatible. This has been confirmed by the manufacturer and by system engineers. The protocols and communications to the security components must be to a brand name component. There are numerous SoftwareHouse integrators able to fulfill this need across the country. There will be significant competition for the requirement.
