About this file

This is a Justification for an Exception to Fair Opportunity document supporting a sole-source modification to an existing task order.

The Air Force Nuclear Weapons Center, NC3 Integration Directorate, COCOM C2 Contracting Support Branch seeks to extend task order FA8730-21-F-8501 through a one-month modification from August 18 through September 17, 2026. The extension provides non-personal advisory and assistance services including professional acquisition, engineering, logistics, and cost analysis support to sustain lifecycle acquisition and sustainment activities for US Strategic Command and the Air Force Weather systems program office. The current contractor, Apogee Engineering, LLC, was competitively awarded the original task order under the General Services Administration's One Acquisition Solution for Integrated Services (OASIS) contract. The original performance period ended February 17, 2026; the Government exercised all six months of allowable extension options under Federal Acquisition Regulation clause 52.217-8 to maintain support through August 17, 2026. This additional one-month extension is necessary to prevent a lapse in critical advisory support and to allow continuity of services while a GAO protest (B-424507) filed by an unsuccessful offeror from the recent Fair Opportunity follow-on competition (FA2217-26-R-0003, announced May 4, 2026) is resolved.

The justification cites FAR Overhaul 16.507-6(b)(3) as the applicable exception, which permits sole-source modifications as logical follow-ons to orders already issued when awarded through fair opportunity. The Contracting Officer will determine fair and reasonable pricing through cost and price analysis in accordance with FAR 15.404-1 and 15.404-2. No actions are planned to overcome barriers to increased fair opportunity in subsequent acquisitions, as the follow-on task order was competed effectively and performance is pending the protest outcome.
