About this file

This is a Sole Source Justification (SSJ) document for a noncompetitive task order extension under the General Services Administration (GSA) Multiple-Award Schedule Program. The Department of Homeland Security, U.S. Secret Service (USSS) Office of Procurement is awarding a Firm Fixed Price (FFP) task order extension to ScaVet Technologies, LLC (located in Turnersville, New Jersey) to provide engineering and technical support services to the James J. Rowley Training Center. The extension covers the period from September 2, 2026, to December 1, 2026, and is being awarded under FSS category Professional Services, Technical and Engineering Services (non-IT) 541330-ENG. The task order extends the existing contract 70US0923F1DHS2719 via the newly issued task order 70US0926F2GSA2324.

The SSJ justifies the sole source award under FAR 8.4, GSAM/R 538.7104-3(b)(ii) (FAR Class Deviation 25-20), citing that only one source is capable of providing the required products and services at the necessary level of quality because the services are unique or highly specialized. The rationale emphasizes that ScaVet Technologies has provided uninterrupted support since September 2023 with on-site staff already holding necessary security clearances and access privileges. The extension is characterized as a critical bridge contract to maintain operational continuity while preventing disruptions to training operations and enabling time for a competitive solicitation for a longer-term multi-year contract. The Contracting Officer (Erik Syfert) certified the justification on August 24, 2026, and it was approved by the Level Above Contracting Officer on the same date.

Sole Source Justification (SSJ) For orders or BPAs exceeding the Simplified Acquisition Threshold

SSJ No: FY 26-86 Page 1 of 3

11.7.2025 v.2.0

SSJ Number: FY26-86 PR Number: PR-26-USSS-1916

Sole Source Justification

1. Agency and Contracting Activity.

The Department of Homeland Security, U.S. Secret Service (USSS), Office of Procurement (PRO), proposes to award an order, on behalf of James J. Rowley Training Center (RTC), pursuant to FAR 8.4, GSAM/R 538.7104-3(b) (FAR Class Deviation 25-20) and HSAM 3008.401-71.

2. Nature and/or description of the action being approved.

The proposed action is a Firm Fixed Price (FFP) noncompetitive task order extension, via the FAR Clause 52.217-8 Option to Extend Services, to the ScaVet Technologies, LLC task order 70US0926F2GSA2324 that will provide continuity of engineering and technical support.

The scope of services will remain the same as the initially awarded contract 70US0923F1DHS2719. The total amount is . The period of performance is extended from September 2, 2026, to December 1, 2026. The applicable FSS information is Professional Services, Technical and Engineering Services (non-IT) 541330-ENG.

ScaVet Technologies, LLC 16 Sherry Ct.

Turnersville, NJ 08012

3. Description of Supplies/Services.

This engineering and technical support bridge contract stabilizes current operations while positioning James J. Rowley Training Center for future growth. Awarding this bridge contract extension ensures continuity and avoids operational gaps that could delay critical repairs and/or construction. It will provide centralized oversight of short-, mid-, and long-term maintenance and construction projects, enable proactive planning as opposed to reactive repairs which reduce lifecycle costs, and reduce safety and mission risk associated with infrastructure failures.

Without this bridge, there is an increased likelihood for training disruptions, higher emergency repair costs, and degraded facility performance during a time of rising training demands.

4. Statutory Exception/Authority and Supporting Rationale.

This acquisition is conducted under the authority of Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.

Pursuant to FAR 8.4, GSAM/R 538.7104-3(b) (FAR Class Deviation 25-20), the circumstance that justifies limiting sources to fewer than those required by FAR 8.4, GSAM/R 538.7103 (FAR Class Deviation 25-20) is:

Sole Source Justification (SSJ) For orders or BPAs exceeding the Simplified Acquisition Threshold

SSJ No: FY 26-86 Page 2 of 3

11.7.2025 v.2.0

FAR 8.4, GSAM/R 538.7104-3(b)(ii) (FAR Class Deviation 25-20) Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.

Rationale (see GSAM/R 538.7104-3(b)(1)):

Extending this engineering and technical support bridge contract is essential to stabilize current operations at the James J. Rowley Training Center and position the facility for future growth.

The engineering and technical support bridge contract ensures continuity of critical maintenance and construction services, preventing operational gaps that could delay essential repairs or construction projects. This continuity is vital to maintaining centralized oversight of short-, mid-, and long-term facility needs, enabling proactive planning and reducing lifecycle costs through scheduled maintenance rather than costly emergency repairs.

The current contractor (ScaVet Technologies, LLC) has provided uninterrupted support since September 2023 and maintains on-site staff who have already obtained the necessary security clearances and access privileges. The clearance process is extensive, often requiring several months to complete. Transitioning to a new contractor at this time would result in significant delays in staffing, leading to serious gaps in operational capability. Such gaps would increase the likelihood of training disruptions, elevate emergency repair costs, and degrade facility performance, particularly problematic given the rising demand for training at the center.

The intent is to award a multi-year contract to support long-term operational needs. However, due to the contract’s dollar value, additional time is required for the necessary reviews and approvals. Budget and funding delays have further constrained the timeline, making it impossible to complete the solicitation and award process for a larger contract before the existing contract’s expiration.

This engineering and technical support bridge contract extension is therefore critical. It will provide the necessary time to conduct thorough reviews and a competitive solicitation for a longer-term solution, while ensuring no interruption of essential services. Awarding the engineering and technical support bridge contract extension to the incumbent contractor is the only viable option to maintain operational continuity, minimize safety and mission risks, and support the center’s mission during a period of increased training demand.

5. Contracting Officer Certification

Pursuant to HSAM 3008.401-71(b)(1), I certify that the Sole Source Justification is accurate and complete to the best of my knowledge and belief.
