Attach. 3Questions and Answers as of: 24 June 2015
NUMBERQUESTIONRESPONSE
The Draft PWS didn't have any document requirements/guidelines. Is there a page limit, structure, etc. I need to be aware of?This document is a Request for Information (RFI) not a Request for Proposal (RFP). The only page limitation required is for the response to the RFI located under the Projects Requirements Section (15 pages, 12 font size)

In FBO it talks about labor categories to fulfill the work but it says work and deliverables will be defined by each Task Order, so how do we go about figuring out what labor categories to use? This is an RFI asking industry for labor category and security information input. Labor categories can be determined by the work effort described in the attached PWS which is an umbrella PWS describing all of the Government's potential needs. Task orders will be issued with the RFP with specific work effort to be priced but the work effort will be derived from the attached PWS. It will be up to the potential offeror to determine what labor categories/security clearances they would use to fulfil the Government's needs as described.

Again FBO talks about security clearances for each labor category. Same question as above concerning TO's dependent info that hasn't been released yet as far as I can tell. Task Orders will be issued with the RFP. This RFI requests the potential offeror to identify the level of security clearances they currently have for labor categories specified to meet the Government's described requirements. In addition, all personnel on this contract must be able to obtain and maintain a minimum of a collateral SECRET clearance. This security requirement is mandated to meet minimum Air Force requirements to obtain a computer user account on the Nonsecure Internet Protocol Router Network (NIPRNet). All personnel on this contract must be able to meet the minimum requirements to obtain a NIPRNet account. In addition there will be one task order requiring all proposed personnel to have an active TOP SECRET clearance with a Single Scope Background Investigation (SSBI) adjudicated to Sensitive Compartmented Information (SCI) standards.

Will an 8(a) prime with a TS facility clearance bid be accepted if their teaming partner(s) do not hold an active TS facility clearance? The 8(a) prime contractor and/or team must be able to meet the 8(a) and security requirements at time of award. For example, if the prime contractor plans to use a subcontractor to fulfill the security requirements, then that subcontractor will have to meet the security requirement when proposing at the task order level.

The PWS states that the contractor shall possess or obtain a security clearance at the minimum classification level identified in each TO prior to performing contract work. Is the offereror required to have the SCI designation prior to award? Yes. For the specified Task Order, the offeror must propose individuals having an active TOP SECRET clearance with a Single Scope Background Investigation (SSBI) adjudicated to Sensitive Compartmented Information (SCI) standards. At this time, we anticipate one task order (approximately 4-6 man-years, subject to change) that will require this security requirement. All other Task Orders will require the proposed personnel to have or be able to obtain a collateral SECRET security clearance. (See answer to Question 3)

In the follow-on BATMAn RFP, does the Government intend to require five (5) recent, relevant past performance citations from the prime (in addition to 5 from all significant partners/subs) as in the previous RFP for BOSS? Rationale: Within a 7.5M NAICS, Small Businesses able to provide 5 highly relevant PP citations for work within the past 5 years may be rare. Especially given the nature of the work, such a requirement may preclude many qualified, responsible vendors from submitting responses or bids. Perhaps the Government would consider 5 combined Prime/Sub past performance citations to maximize competition. The RFP will address the past performance requirements and will take this concern under advisement. Recommend offeror check Sections L and M when RFP is released.

Based on the little information provided for labor categories and positions for this contract, to what detail are we expected to provide labor category and description information in our response? The Government desires a response to all of the questions in the RFI in order to determine what industry has available regarding labor categories and security clearances to meet the Government's requirements based on the attached PWS. It is up to the potential offeror to determine what labor categories they have that will meet the Government's requirements and the description of that labor category.

Would AFRL be willing to provide more information on labor categories to more accurately respond to question #7? The Government does not have any other information to provide. The Government is asking industry to tell us what labor categories and security clearances are available to meet the Government's needs as described in the PWS. As indicated in response to Question 5, at this time, we anticipate one task order that will require the TS/SCI clearance, all others will be SECRET.
