Descriptive Data:
The contractor is required to perform all engineering and design associated with the SLEP Network Architecture and the SLEP Ancillary Equipment. This includes modification and integration of Groups and Subsystems within WS3 and development of the Ancillary Equipment IAW the SOW and SRD. The contractor is also required to support all design reviews, and to conduct contractor testing at the contractor's facility or other facilities. This will also include labor to design and integrate all WS3 Groups and demonstrating, through the SIL, that all Groups operate in conjunction with the others.
This CLIN will include all labor, materials, facilities, and equipment required for the engineering and design of Auxiliary Tools in Phase I IAW the SOW and SRD. The system's Auxiliary Tools include design for the new Monitoring Facility Operator (MFO) Trainer, SIL, and the testers or simulators required to support government testing with the SIL or Qualification testing of new components.

The contractor shall furnish data as required in support of the SOW and SRD. The contractor is required to perform all cable installation requirements for Phase I IAW the SOW and the SRD. This CLIN will include all materials, facilities equipment, and labor required for the planning and installation of the cable for seven PASs and two Monitoring Facilities (MFs) located in the Instrumentation Trailer at Ramstein AB, Germany to support the first article. The first article will be installed on seven (7) vaults and the two
(2) Monitoring Facilities (MFs) located in the Instrumentation Trailer. The contractor is required to comply with all requirements for the type/quality of cable from the SRD. The cable will be installed according to local policies and the contractor must receive approval from appropriate government personnel prior to digging any trenches. See Ramstein Site Map attachment for more details on the layout and size of the site. This CLIN also includes any necessary Site Surveys for cable installation at the test site.

Descriptive Data:
The contractor is required to perform the AC&D installation requirements for Phase I IAW SOW and the SRD. This CLIN includes all materials, facilities equipment, and labor required for the planning, surveying, and installation of the AC&D at Ramstein AB, Germany. The First Article will include 7 vaults, the 2 MFs that are located in the Instrumentation Trailer, and 1 SIL. The contractor is required to utilize hardware for the AC&D consistent with requirements in the SRD. The AC&D will be installed according to local policies and the contractor must receive approval from the Government prior to installing the AC&D.
The testing phase will include a Contractor Test (CT) of the AC&D equipment installed on the First Vault, as well as a CT of the completed First Article installation. Prior to OT the contractor shall provide operations and maintenance training to Government personnel.
Successful completion of this CLIN fulfills the First Article.
The contractor is also required to ship and deliver the first SIL to the Government. This CLIN includes all labor, hardware, and shipping/delivery associated with assembling and delivering the first SIL. The first SIL shall be delivered to Lackland AFB, Texas.

This CLIN is reserved for the travel that is required in performance of the Statement of Work (SOW) during Phase I. The Contracting Officer or the Program Manager must direct use or approve all travel requests prior to the contractor using this CLIN. The Contractor is responsible for maintaining and providing, travel itineraries and expense reports, as well as estimated and actual costs IAW CDRL A001. Contractor is required to notify the Contracting Officer once 80% of travel funds have been expended. This CLIN is Cost Reimbursable, no fee associated. Payment will be made IAW FAR 52.216-11 - Cost.
This travel CLIN is Not To Exceed (NTE): $285,000. This includes all burdens and taxes.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause-
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web- Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).
Invoice and Receiving Report (Combo).

A. FEDERAL ACQUISITION REGULATION CONTRACT CLAUSES IN FULL TEXT
52.217-09 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 20 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

B. DEFENSE FAR SUPP CONTRACT CLAUSES IN FULL TEXT
252.203-7999 PROHIBITION ON CONTRACTING WITH ENTITIES THAT REQUIRE CERTAIN
INTERNAL CONFIDENTIALITY AGREEMENTS (DEVIATION) (FEB 2015)
(a) The Contractor shall not require employees or subcontractors seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contactors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.
(b) The Contractor shall notify employees that the prohibitions and restrictions of any internal confidentiality agreements covered by this clause are no longer in effect.
(c) The prohibition in paragraph (a) of this clause does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(d)(1) In accordance with section 743 of Division E, Title VIII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015, (Pub. L. 113-235), use of funds appropriated (or otherwise made available) under that or any other Act may be prohibited, if the Government determines that the Contractor is not in compliance with the provisions of this clause.
(2) The Government may seek any available remedies in the event the Contractor fails to perform in accordance with the terms and conditions of the contract as a result of Government action under this clause.
252.213-7000 NOTICE TO PROSPECTIVE SUPPLIERS ON USE OF PAST PEFORMANCE
INFORMATION RETRIEVAL SYSTEM—STATISTICAL REPORTING IN PAST PERFORMANCE
EVALUATIONS (JUN 2015)
(a) The Past Performance Information Retrieval System-Statistical Reporting (PPIRS-SR) application (<http://www.ppirs.gov/>) will be used in the evaluation of suppliers’ past performance in accordance with DFARS 213.106-2 <http://www.acq.osd.mil/dpap/dars/dfars/html/current/213_1.htm>(b)(i).
(b) PPIRS-SR collects quality and delivery data on previously awarded contracts and orders from existing Department of Defense reporting systems to classify each supplier’s performance history by Federal supply class (FSC) and product or service code (PSC). The PPIRS-SR application provides the contracting officer quantifiable past performance information regarding a supplier's quality and delivery performance for the FSC and PSC of the supplies being purchased.
(c) The quality and delivery classifications identified for a supplier in PPIRS-SR will be used by the contracting officer to evaluate a supplier’s past performance in conjunction with the supplier’s references (if requested) and other provisions of this solicitation under the past performance evaluation factor. The Government reserves the right to award to the supplier whose quotation or offer represents the best value to the Government.
(d) PPIRS-SR classifications are generated monthly for each contractor and can be reviewed by following the access instructions in the PPIRS-SR User’s Manual found at <https://www.ppirs.gov/pdf/PPIRS-SR_UserMan.pdf>. Contractors are granted access to PPIRS-SR for their own classifications only. Suppliers are encouraged to review their own classifications, the PPIRS-SR reporting procedures and classification methodology detailed in the PPIRS-SR User's Manual, and PPIRS-SR Evaluation Criteria available from the references at <https://www.ppirs.gov/pdf/PPIRS-SR_DataEvaluationCriteria.pdf>. The method to challenge a rating generated by PPIRS-SR is provided in the User’s Manual.

52.204-08 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2016)

(1) The North American Industry Classification System (NAICS) code for this acquisition is 334290.
(2) The small business size standard is 750 employees.
(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.

(1) If the provision at 52.204-7, System for Award Management, is included in this solicitation, paragraph (d) of this provision applies.
