MEMORANDUM FOR Interested Parties

SUBJECT: FA9422-16-R-8036, WS3 Service Life Extension Program (SLEP); Questions and

Answers

The purpose of this Memorandum is to notify all interested parties of questions received to the subject Request for Proposal and the answers to those questions. An amendment is being accomplished incorporating some of the answers stated below and will be posted once completed. Questions are now closed.

General Can the Government please provide the software design/development documentation available on the current system?

The original MPADS Software

Architecture Description and the (Visual Basic) MPADS software modules will be provided via the AMRDEC dropbox. Both the software and the description document are classified DCNI.

SOW 6.4 Will the government provide support on the bases including mobilization yards, space for a contractor supplied office trailer with supporting utilities, site utility locations, etc.?

What type of base support (i.e., mobilization yards, space for a contractor supplied office trailer with supporting utilities, site utility locations, etc.) can be expected at each location?

The government will provide

Interior storage: Secure interior dry storage area (at least 10 ft x

10 ft) for test equipment, tools, and all parts/materials associated with the installations.

Exterior storage: Fenced-off, outdoor area of sufficient size

(at least 30 ft x 30 ft) to stage equipment and cables.

TMCR Sec 1, pg 1 Section 1 states that the tailored TMCR shall be attached to the CDRL for TO delivery, and shall be included in the proposal as a separate exhibit, but Section L provides no instructions where this is to

CLINs 0006, 0008, and 0014 are travel CLINs with not to exceed (NTE) amounts. Are all bidders required to use these NTE values as “plug” numbers in the Cost/Price proposal?

Yes.

Government’s intention to make at least monthly progress payments with a progress payment rate of 90 percent based upon percentage complete as identified in the

There is no requirement for a

Subcontracting Plan. The reference to a Subcontracting

Plan under Table 2.1 is in error and will be deleted. Note that under Sec L, L011 Applicable

Clauses, the first sentence states “appropriate clauses to be included in the contract will be determined based on the

Section K representations.” As such, it lists some of the clauses which may be included as a result of the offeror’s response to the Section K representations. As all offerors are small business concerns, none of the clauses identified in

L011 with regards to

Subcontracting Plans apply.

Master Schedule (IMS) is to be provided as 10 pages in MS

Project. For ease of readability, may offerors provide these 10 pages in 11” x

17” format, but have these 11” x 17”s count as only one page each for the IMS only?

“Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, and plans. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size. Foldout pages shall fold entirely within the volume, and each 8.5 by 11 surface of a foldout shall be counted as a separate page.”

Subcontractors refers to a subcontractor performing in excess of 10% (or $13.5M) of the effort. Because the contract value is $33M-$38M, should the value above reference 10% or $3.5M, which would be based on an approximate contract value of $35M instead of $135M?

Sec L, 6.4.3 will be revised to clarify that subcontractor pricing data is required for subcontractors performing more than 10% of the prime contractor’s proposed price.

US citizens with at least a secret clearance. (e.g. Foreign nationals are not allowed to connect new fiber lines to buildings hosting the WS3

MFs.)”

The “Restricted Data” (S//RD) requirement in the SOW is an error. Personnel will only require a US Secret clearance.

This will be corrected in the

SOW.

The personnel working within the vault and with the MFs need to have a US Secret clearance, even if they won’t be accessing classified information.

1002. The contractor will split the current 11N-50-1003 into two new T.O.s 11N-50-1012 and 11N-50-1013, separating the operations and maintenance functions. 11N-50-1003 can be evaluated by the contractor to anticipate the page counts for

1013.

TMCR (pg 9) The same number TO (11N-2-

06-15) is listed as item 6 in

Table 2 and item 17 in

Attachment 2 (pg 13). Is existing TO 11N-2-06-15 to be a revision only? Can we get a copy or at a minimum anticipated page/graphic counts?

Per TMCR Table 2, the government anticipates that the current 11N-50-1003 will be significantly revised with the replacement of the WS3

AC&D system. The contractor will be responsible for revising

-1003 with the new content and separating the operations and maintenance functions into new

TOs 11N-50-1012 and 11N-50-

1013. We don’t expect that the rest of the WS3 TOs will be significantly impacted, so the contractor will only be responsible for providing

Source Data for T.O. changes.

11N-2-06-15 is the WS3 Work

Unit Code Manual. It is 56 pages long with zero graphics.

TMCR Table 2 (pg 9) Two TOs are identified as

"Revision" and four as "Source

Data". Should all these numbers be new TOs? If not, what level of effort is required for each?

Based on the expected changes to the WS3 AC&D system, the contractor will be responsible for significantly rewriting TOs

11N-50-1012 and 11N-50-1013 based on 11N-50-1003. The contractor will be responsible for providing recommended change pages for the four TOs marked as “Source Data” for the government to use to update those TOs.

TMCR Para 3 (pg 1) Mentions COTS manuals and

Flight Manuals, but those are not identified as part of the scope in TMCR Table 1 (pg 7-

8). Could the government please clarify?

The contractor is not responsible for providing

COTS manuals or Flight manuals as part of the SLEP.

All maintenance/operations instructions shall be included within the TOs listed in Table

1.

TMCR Para 14(pg 4-5) Mentions TCTOs, again not identified as part of the scope in Table 11. Could the government please clarify?

TCTOs will only be required if there are any required changes to the SLEP configuration after the government has accepted a site (e.g. resolving a latent defect) during the performance of the SLEP contract.

TMCR Para 4 (pg 2) Mentions DTDs. Could the government confirm that this is not SMGL so DTDs are not applicable and that requirements of specs MIL-

STD-38784 and MIL-PRF-

38807 would be followed?

SMGL is not applicable. Per

TMCR Table 1 MIL-PRF

Section L 4.2.2, Volume Organization, Lists (9) Risk Matrix as a part of the Technical Volume but Section L 2.2

The TMQAP plan required by the TMCR does not require a separate deliverable. The contractor’s TO quality process will be evaluated for conformance to accepted commercial standards, such as the ISO 9000 series IAW TO

00-5-3.

Are offerors allowed to submit any of the electronic files on the CDs using PDF format?

Yes, unless a different format is specifically specified in

Section L (i.e. Section L, 6.4.5

52.236-27 – Section L, 52.236-2 – Section I, 52.236-3 – Section I, 52.247-5 – Section I, It is our understanding that site visits are prohibited until the time of award. However, Section L, page 1, FAR Clause

52.236-27 and Section I, page

25, FAR Clauses Incorporated by Reference 52.236-3 and

52.247-5 state we should have knowledge of the site conditions prior to proposal submission and that the

Offeror will not be relieved of any responsibility for completing the work without additional expense to the

Government. Furthermore, Section I, page 25, FAR Clause

52.236-2 states that prior to the start of work, any discrepancies between the information issued by the

Government and the actual site conditions must be submitted to the Contracting Officer who will issue an equitable adjustment.

Will offerors be allowed to inspect the sites prior to

Site visits by potential bidders are not prohibited. However, there are some stipulations:

1) The government will not pay for any travel, per diem, etc.

costs associated with pre-award site visits.

2) Most of the host nations have a 30-45 day advanced notification for visit requests.

The WS3 Program Office will sponsor a request from bidders, however there is no guarantee that the host nation will approve the visit request.

Only FAR clause 52.236-27 currently applies. FAR 52.236-

27 stipulates that FAR 52.236-

2 and 52.236-3 will be added in the awarded contract. As the

Government reserves the right to evaluate proposals and award a contract without discussions, FAR clauses

52.236-2 and 52.236-3 were included in Section I of the solicitation as this will become the awarded contract. As for submission or are site visits limited to post-award? Please clarify which of these clauses applies and/or how they should be interpreted in regards to site conditions and visits.

FAR 52.247-5, this was included in error and will be deleted as it only applies to solicitations and contracts for transportation or for transportation-related service which this effort is not.

42 Section L, page 1, Section 1.1

What is the meaning of “The threshold completion date is 30

September 2021.”?

The government’s objective is that the entire SLEP design/installation is complete by 30 Sep 2020. If this completion date is not feasible, then a 1 year slip to the project completion date (to 30 Sep

2021) is acceptable as the

Government’s threshold requirement.

Section L, Table 2.1, Section L.C. L011

Page count is listed as “5 pages

(Resumes & Subcontract Plan not included in page limit)”.

What is the Subcontract Plan referred to in this statement? It is not mentioned elsewhere in

Section L or M.

There is mention of a subcontract plan as follows:

(e) Subcontracting Plan.

DFARS 219.708 was amended to require the use of clause

252.219-7004, Small Business

Subcontracting Plan (Test

Program), instead of 252.219-

7003, Small Business

Subcontracting Plan (DoD
