CAPABILITY PROPOSAL INFORMATION

Experience Validation and Verification

Developing/Design Experience: The Offeror’s proposal shall include a detailed description of experience (at least one project) the contractor has in developing/designing unique custom Air Cooling Systems. Projects must be relevant and technically similar to the specifications of this project and were executed within the past 10 years.

Production/Manufacturing Experience: The Offeror’s proposal shall include a detailed description of experience (at least one project) the contractor has in building/assembling unique custom Air Cooling Systems. Projects must be relevant and technically similar to the specifications of this project and were executed within the past 10 years.

Installation Experience: The Offeror’s proposal shall include a detailed description of experience (at least one project) the contractor has in installing unique custom Air Cooling Systems. Projects must be relevant and technically similar to the specifications of this project and were executed within the past 10 years.

Similar System Experience: The Offeror’s proposal shall include at least one example and a technical description of similar system builds the contractor has been involved with, to include pressure, flow, and temperature specifications.

Technical Approach/Capability

Pressure/Flow Control: Based on system pressure and flow requirements the Offeror’s proposal shall include their approach in producing and controlling the pressures and volume of air required.

This shall include the Offeror’s approach in controlling the lower volume and pressure requirements while not having a potential surge condition depending on air motor/blower type.

Note: Minimum working pressure of the air distribution vessel to include the downstream coils is 15 PSIG. Entire system shall be built to safely meet all system pressure, temperature and flow requirements.

Temperature Control: Based on the medium temperature range requirements, the Offeror’s proposal shall include, the approach in precisely controlling the air temperature.

This shall include indirect and direct expansion cooling system details such as chilled water control, compressor, refrigerant type, hot-gas bypass, etc.

Parameter Accuracy/Resolution Control: The Offeror’s proposal shall include the methodology pertaining to resolution, accuracy and control tolerances the system parameters can (Air 20+ Deg. F, Flow 100 lbm/min to 500 lbm/min and pressure up to 12.5 psig) be maintained.

Note: Control System shall be the same make and model via PLC Control that is currently installed at the customer site. Customer has complete details on “Controls Integration”

Device Reliability/Information: The Offeror’s proposal shall include information on types of components, control/monitoring devices/sensors, motorized valves, dampers, gauges, VFD, etc. will be used in the system to ensure reliability with the systems air, temperature and flow requirements. This shall include transducer(s) make, model and resolution accuracy.

Moisture Control: The Offeror’s proposal shall include the approach in controlling moisture.

Continuous Operation and Defrost: The Offeror’s proposal shall include the approach in defrosting the system coils due to the medium temperature and continuous operation requirement.

CONOPS/Sequence of Operation: The Offeror’s proposal shall include the system concept and sequence of operation.

This shall include number of cooling stages for both chilled water and direct expansion.

Enclosure Build Approach: The Offeror’s proposal shall include a brief description of the enclosure for the system installation, to include brief specifications on how the system can withstand the weather conditions at Edwards AFB, CA.
