MAINTENANCE, REPAIR AND AIR TEST OF

BREATHING AIR RECHARGING SYSTEMS

1.0 DESCRIPTION OF SERVICES. The Contractor shall provide all management, labor, materials, equipment, tools, and certifications necessary for maintenance and repair of the self-contained breathing air recharging systems located at Air Force Plant 42, Palmdale CA. The Contractor shall ensure the breathing air recharging systems are maintained as fully operational in order to sustain mission capability of the Plant 42 Fire Department.

1.1 BASIC SERVICES (CLINs X001, X002, X003). The contractor shall inspect, service, collect samples for testing, perform maintenance and repairs of the complete self-contained breathing air recharge systems; including the diesel components. All air samples must be tested by an approved company. Trace Analytics, LLC of Austin, TX has been approved to analyze samples taken from the Plant 42 compressors. All maintenance and repair actions shall be in accordance with the most current edition of 29 CFR 1910, Occupational Safety and Health Standards and the National Fire Protection Association (NFPA) Standards, 1404 and 1500;

Compressed Gas Association Pamphlet S-1.1-1963/1965, S-1.2-1963 and manufacturer’s recommendations and service bulletins. Components requiring servicing include, but are not limited to: air purification system, compressor, cascade system, lines and fittings, alarms, dehumidifier, air bottle refill stations, and all monitoring devices. The contractor shall also ensure the requirements of Occupational Safety and Health Administration (OSHA) 1910.134 standard for Respiratory Protection and applicable Federal regulations are met. See Appendix A for a listing of services to be performed and Appendix B for the maintenance schedule.

The following is a list of the recharging systems currently requiring servicing:

- Bauer Compressors, Inc., Mobile Breathing Air Compressor, Model DOTR26-WRAF, Serial #WRAFE31230. This unit is located at Bldg. 553D (Fire Station 1).

- MAKO Compressor Inc., Mobile Breathing Air Compressor, Model 5409 hbd-det, AFID # 05072. This unit is located at Bldg. 554D (Fire Station 2).

1.2 OVER AND ABOVE, MAINTENANCE AND REPAIRS (CLINs X004). This line item permits the Government and Contractor to negotiate the cost of parts and labor for repairs not listed as regular maintenance items and as prescribed in applicable NFPA Standards and manufacturer’s service bulletins. Repairs identified as Over and Above (O&A) requirements require the Contractor to submit a written request to specify the repairs(s) that is/are needed and recommend corrective action. The Contractor shall submit the written work request using the attached form (see Appendix C), to the Government Program Manager (PM) in order to identify needed repairs and to provide a detailed cost estimate of required parts and labor.

1.2.1. Work requests submitted with a total value of less than $2,500.00 will be sent to the Government PM for approval and will be forwarded to the Contracting Office for placement in the contract file. Work requests exceeding $2,500.00 will be reviewed by the PM but must be approved by the Contracting Officer (CO) prior to commencement of work. The price of the work request will be negotiated at the time the work request is submitted and if the Government and the Contractor cannot agree on a firm-fixed price for the O&A Work Request, the Government has the right to openly compete the O&A work.

1.2.2. The Contractor must obtain written approval prior to performing the work detailed on the work request form. Approval of the O&A work request establishes a firm-fixed price for the work identified in the request and signifies the price for the associated work has been determined as fair and reasonable.

1.3 RECORD KEEPING. The contractor shall develop a datasheet and/or provide a pre-printed form to serve as a maintenance record for the breathing air recharging units. This maintenance record is necessary for documenting and tracking tasks performed, recording the results of changes made (when component changes are incorporated), listing the components or filters replaced, and highlighting any system performance limitations after service completion. With each service visit, the maintenance record will be updated accordingly and submitted to the fire department to be maintained as documentation showing the breathing air compressors are compliant with applicable standards.

2.0 SERVICES SUMMARY.

Performance Objective Para Performance Threshold SS-1 Maintain all components of the Breathing Air Recharge Systems in fully operational status to include maintaining the diesel components.

1.1. 95% of all systems are operational 100% of the time;

corrective maintenance and repair for all non-operational systems completed within one (1) business day of notice of non-operational status.

SS-2 Maintain records of all actions completed during each service visit and provide a report to the Fire Dept.

1.3 Contractor has a maximum of

five (5) business days after a service visit to forward the update of maintenance actions.

3.0 GENERAL INFORMATION.

3.1 QUALITY CONTROL. The contractor shall develop a quality program to monitor all service activities and ensure the self-contained breathing air recharge systems are serviced and maintained according to the standards specified by the respective equipment manufacturers and according to NFPA, OSHA and the appropriate Federal regulations. The contractor shall develop and implement procedures to identify and prevent recurrence of air recharging unit corrosion or breakage of components. As a minimum, the contractor shall develop quality control procedures that address the areas identified in Section 2, (see above Services Summary). The Contractor shall designate a quality control monitor and provide contact information for this individual to a government evaluator in order to address customer complaints regarding completion of maintenance or repair actions.
