The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(End of provision)
Addendum to FAR 52.212-2:
1. Basis for Award.
a. Government evaluation will be conducted on offerors’ proposals considering price and other technical factors in accordance with FAR Part 13.106-2. In using this approach, the Government seeks to award to the lowest offeror receiving a “PASS” technical rating.
(1) Offerors must include prices for all items in attached Pricing Schedule, of the solicitation for the basic period and all out years. Failure to do so may be considered by the Government as non-responsive and cause for rejection of the entire offer.
(2) Only one award will be made as a result of this solicitation.
(3) The Government intends to award a contract without discussions with respective offerors.
The Government, however, reserves the right to conduct discussions if deemed in its best interest.
(4) Offerors are cautioned to submit sufficient information and in the format specified in the FAR addendum to 52.212-1, Instructions to Offerors. Offerors may be asked to clarify certain aspects of their proposal or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Communication conducted to resolve minor or clerical errors will not constitute discussions and the Government reserves the right to award a contract without the opportunity for proposal revision.
2. Evaluation Factors for Award
Offers will be evaluated by the government’s evaluation team and contractor’s will be given a PASS/FAIL rating for other technical factors. Award will be given to the lowest priced PASS offer.
Factor 1: Price.
The Government will evaluate offers for award purposes by adding the total price for all out years to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the out year prices are significantly unbalanced.
Reasonableness. The techniques and procedures described under FAR 13.106-2(b) will be the primary means of assessing proposal reasonableness.
Factor 2: Other Technical Factors.
Offerors will receive a PASS/FAIL rating for other technical factors described here. To receive a “PASS” rating, offeror must provide proof of a valid RSMO certification and a certification of cargo insurance.
3. Contractor Responsibility. Prior to award, a responsibility determination will be made as described in FAR Part 9.
