Justification and Approval (J&A) for Other Than Full and Open Competition

I. Contracting Activity.

The Air Force Test Center Contracting Division at Eglin AFB, AFTC/PZZ, located at 102 West D Avenue Suite 201, Eglin AFB, FL 32542, has the responsibility for this procurement action. Justification for Other Than Full and Open Competition is requested for the Air Force Technical Order Field Support Team (AFTOFST) technical and acquisition management services requirement.

II. Nature and/or description of the action being processed.

Resultant contract action will be awarded to Oasis Systems, LLC. as a modification to an existing task order under Contract FA9200-10-D-0173-0004. Projected modification award date is 1 August 2015, for approximately $141,000.00 under the firm-fixed price labor CLIN. The proposed modification is a 31-day interim contracting vehicle to provide Advisory and Assistance Services (A&AS) for AFTOFST and ensure continued performance of mission essential support. The interim contract period of performance is 1 August 2015 to 31 August 2015. The award of the follow-on contract for these critical services has been delayed and therefore, the 31-day interim modification will support AFTOFST and with an end date to coincide with the award of the follow-on effort now forecasted to come on board in September 2015.

III. Description of supplies/services required to meet agency needs.

The AFTOFST Technical Order (TO) Site Office (AFLCMC/LZSA) is tasked with responsibility for Technical Order (TO) acquisition and sustainment support of the Eglin AFB programs and provides AF Technical Order Help Desk responsibilities. The responsibilities include managing, publishing and distributing the Weapons Delivery Standard Volume Flight Manual and Weapons Loading Standard volume Technical Order and Munitions Handling Equipment Technical Orders for ammunition and weapons equipment, use of Standard Generalized markup Language (SGML), supporting Logistics System Helpdesk, Technical Order Distribution Office (TODO) requirements, development, testing, implementation, and fielding, support of Enhanced Technical Information Management System (ETIMS), and Technical Order Distribute and Print System (TODPS). Support Foreign Military Sales (FMS) for country specific Weapons Delivery Standard Volume Flight Manual and computer base TODO courses.

Under this task order, the Contractor shall advise and assist the government by providing extensive knowledge in the areas of Acquisition Management Support and Logistics Specialist Support relating to interpret, organize and coordinate project assignments, apply acquisition/sustainment management knowledge to make independent, innovated recommendations to support Program Manager and/or Project Lead decisions impacting performance and executability of the acquisition or logistics areas of responsibilities.

IV. Statutory authority permitting Other than Full and Open Competition.

10 U.S.C. 2304(c)(2) as implemented by FAR 6.302-2

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Task Order 0004 under Contract FA9200-10-D-0173 was awarded competitively on 16 September 2010 with a end date of 31 July 2015. This AFTOFST task order supports the single point of access for Air Force users around the world. No other Air Force Enterprise-level support structure exists to provide this comprehensive TO and TO system single point of access support for Air Force users/maintainers worldwide. The Air Force TO mission impact will be that the Air Force TO system (ETIMS/TODPG) will become unsupportable and weapon system programs at EGLIN AFB will be at risk of losing critical Weapons and Munition TO sustainment support with a gap in service. The Air Force Enterprise TO Systems directly impacted will be Enhanced Technical Information System (ETIMS), Technical Order Distribution and Print Gateway (TOPDG), electronic TOs, the ETIMS electronic TO viewer (eTOV) and eTools. AFTOFST support for MAJCOMs' eTool setup, implementation, and eTO deployments will impact execution of the Air Force vision to be digital at point of use. TO workload support activities for TO Managers and TODOs that includes TO indexing, TO Library Management, TO printing, TO Authoring, TO Editing, TO Distribution, and eTO deployments will not be provided. Further impacts to the Mission and Warfighter with a break in service will be that the TO Help Desk Field support will cease, adversely impacting over 3,000 TO Distribution Offices across the Air Force and DoD. The Air Force TO Distribution Office (TODO) Computer-based Training (CBT), as directed in TO 00-5-3, will be unsupported. Failed Unit Compliance inspections are likely if AFTOFST support to TODOs for managing TO libraries is not available. Loss of AFTOFST support to ensure data accuracy in AF TO information systems will result in TO users potentially utilizing out-of-date TOs, which could cause substantial damage to Air Force materiel, mission success, or injury to Air Force and other DOD personnel.

Justification and Approval (J&A) for Other Than Full and Open Competition

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

As stated above, If these services are interrupted, there will be serious injury in that AFTOFST would be unable to continue to support the Air Force mission. The only contractor who can avoid a break in services is the incumbent contractor as performance must commence on 31 July 2015. The Source Selection of the follow-on acquisition met milestones to include receiving proposals in adequate time so that the Government had a realistic expectation that the source selection could be completed prior to 31 July 2015. However, unforeseeable delays has precluded award in time for AFTOFST's 1 August 2015 need date. Notification of the award delay was too late to permit even a limited competition.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Task Order 0004 under Contract FA9200-10-D-0173, was awarded competitively on 16 September 2010 with an end date of 31 July 2015. This requirement will utilize the fully burdened labor rates that were competitively established under the Basic IDIQ Contract.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Due to the unusual and compelling urgency of this acquisition, market research has been based on and limited to the existing market research for previous acquisitions for the same items.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The proposed interim contracting vehicle would ensure the continuation of mission essential services. The incumbent, holds all required certifications and clearances, is familiar with the complexity of the facility and the equipment, and is fully capable of continuing to perform for the proposed 31-day interim contracting vehicle. The length of this contract is necessary to provide adequate time for completion and award of the pending follow-on acquisition.

X. List of sources, if any, that expressed interest in the acquisition.

Not applicable. See Section VI above.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

As described in Section II, a competition for the long-term A&AS is in process. The interim contracting vehicle is a necessary step in order to avoid unacceptable delays and lapses in the requirement while the AFTOFST source selection is conducted and awarded.

XII. Certification by the Contracting Officer.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.

XIII. Certification by the technical/requirements personnel.

As evidenced by my (our) signature(s) above, I (we) certify that any supporting data contained herein, which is my (our) responsibility, is both accurate and complete.
