About this file
This requirements document outlines specifications for three tracking mounts to be provided to the 704th Test Group/846th Test Squadron at Holloman Air Force Base. The tracking mounts will be used to collect high-speed imagery of test items traveling along the HHSTT sled track up to 10,000 feet per second. The new tracking mounts are needed to replace 30-year old systems and must weigh less than 180 pounds, support a 200-pound payload, provide 270 degrees of azimuth and 180 degrees of elevation rotation at up to 120 degrees per second with 20 arc-second position accuracy. The mounts must operate from -10 to 120 degrees Fahrenheit and withstand environmental conditions. They must integrate power, signals and video through slip rings and interface with external position controls and encoders. The contractor must deliver the three tracking mounts within 365 days of award.

TRACKING MOUNTS
Requirements Document
For
704th Test Group/846th Test Squadron
29 March 2021
1.0 PURPOSE
The Holloman High Speed Test Track (HHSTT) collects high speed imagery of test items traveling up to
10,000 feet per second along a 10-mile long sled track. High speed video recording is required to provide data for scientific design, test, evaluation and analysis. Tracking mounts are regularly used to track test articles and collect customer data. Thirty year old Kineto Tracking Mounts (KTM) are currently being used and many of the components are no longer working. Due to the age of the KTM’s, many of the needed positioning and servo control components are obsolete. Replacing the KTM’s with lightweight, high speed optical systems provides the 846 Test Squadron with up to date tracking systems able to integrate with other updated imaging components. New tracking mounts will improve and modernize the
HHSTT’s optical measurement capabilities.
2.0 SCOPE
The contractor shall provide three (3) tracking mounts meeting the specifications below.
2.1 Mechanical Specifications
Overall system must weigh less than 180lbs
Capable of being lifted with a two man lift
Capable of being configured to a permanent pedestal
Capable of being configured to a temporary pedestal and tripods
Manufactured to MIL-STD-810 for temperature, solar radiation, rain, and sand/dust o Operating temperature, specifications 501.5 & 502.5, operating range from 10 degrees F to 120 degrees F o Solar Radiation, specification 505.5, external components must be able to withstand the levels in 505.5 at the ground level, not space atmosphere o Rain, specification 506.5, equipment must be sealed well enough to keep rain out of the pedestal electronics o Sand and Dust, specification 510.5, equipment must be sealed to keep dust/sand out of internal pedestal electronics
System must be capable of running single phase 110VAC
2.2 Payload
System must be able to handle a camera payload of up to 200 lbs.
System must be configured with a way to mount a camera or platform to the pedestal
2.3 Rotation
Direct drive closed loop servo
270 degrees of azimuth rotation
180 degrees of elevation rotation
Controllable angular velocity from 0 to 120 deg/sec.
Controllable angular acceleration of 0 to 120 deg/sec/sec
Must have external connection to encoder data
Must be able to interface external position control to pedestal
2.4 Encoder
Minimum encoder resolution of 19 bits
Minimum position accuracy of 20 arc-seconds
Direct encoder output is required. This output must be a parallel output and not in a serial format
2.5 Slip Rings
Power, trigger, timing, and video feeds (HD-SDI or NTSC) must be fed through the slip rings
117VAC and 60 Hz power required
Two slip ring pairs must have timing (IRIG) for cameras
Two slip ring pairs must be dedicated for TTL to 24 VDC triggers
HD-SDI or NTSC video signals must be fed through slip rings
3.0 MILESTONES
The Contractor shall deliver three (3) tracking mounts no later than 365 days after receipt of award.
4.0 DELIVERABLES
