About this file

This requirements document outlines the need for a modular Ka band wideband amplifier for the National Radar Cross Section Test Facility at White Sands, New Mexico. The Air Force seeks delivery of 6-10 modular amplifiers by December 31, 2021, each operating between 26.5-40 GHz with a minimum output power of 100W. Contractors must meet technical requirements including gain, power, frequency range, input/output impedance, connectors, pulse characteristics, and reliability. The solicitation requests quotes due by April 23, 2021 and identifies William Hunter as the contracting officer for any questions due by April 9. Offerors must submit performance, schedule, test, and drawing reports on the frequencies outlined to facilitate technical reviews and acceptance.

6. CONTRACTOR CONTACT INFORMATION

1. INTRODUCTION

The US Air Force, National Radar Cross-Section Test Facility (NRTF) at White Sands NM is pursuing a modular design for a wideband, high power, pulsed Ka band amplifier to augment the current Tier III RAMS facility. The Contractor shall meet the minimum requirements stated in this Requirements Document and Appendix 1.0

The design shall be based on integrating and phase cohering 8 (100 W) modules to achieve the desired output. The NRTF will initially procure between 6-10 (100 W) modules which translates to an integrated amplifier of 8 modules with 2 spares.

2. DELIVERY

Delivery of all modules shall occur no later than 31 Dec 21.

3. PROJECT SCHEDULE

The Contractor shall provide a complete milestone schedule that denotes major activities, demonstrations and acceptance testing.

4. TECHNCAL INTERCHANGE AND ACCEPTANCE

The contractor shall conduct the following reviews:

Kick-off/ Technical Interchange Meeting (TIM)

Mid-Term Program Management and Progress Meeting

Acceptance Test (PCA/FCA)

Assembly Drawings

Theory and Operation Manual

These meeting shall be conducted in a format of the Contractor’s choosing and shall cover the overall technical approach, constraints, methods and techniques being examined, performance metrics and results.

5. REQUIRED DOCUMENTS

The Contractor shall provide performance to plan status reports and schedule updates to the AF

Project Manager per the frequency in Table 5-1. All documents are subject to Government acceptance and approval.

6. CONTRACTOR CONTACT INFORMATION

Upon notice of award, the Contractor shall provide the Contracting Officer and the Government

Project Manager the names and contact information (address, phone number, and email) of a minimum of two (2) Contractor representatives, preferably the contracting agent and project leader.

Any changes in the contact information will immediately be updated by the Contractor as they occur during the duration of this contract and be provided to the Contracting Officer and the

Government Project Manager.

Options

For rack mount chassis or modular units, no more than 5 ¼” vertical space for approx. 200 watt output. So for instance for 400 watts no more than 10 ½” vertical rack space, 21” for 800 watts, etc. Units may either be rack mount chassis or shelf mounted as long as forced air cooling is part of the unit(s), they will be housed in an air conditioned enclosure. Depth may be up to 32” deep as long as there is room for external waveguide and combining routing in the case of multiple units being phase combined to achieve desired power output. This is in a 36” deep enclosure so plan accordingly.
