MEMORANDUM FOR WHOM IT MAY CONCERN
SUBJECT: FA9101-20-Q-2005, Fuel Tanks and Trailers, Questions and Answers
1. The requirements document shows two trailers for Holloman AFB in NM and two for Arnold AFB in TN. Is this correct for a total number of four trailers?
· The requirement is for two trailers and tanks delivered to Holloman AFB, NM.
2. What length, width, and height of trailers are needed?
· Contractors are free to utilize any commercial standard dimensions that support a 500 gallon, double walled tank over uneven terrian.
3. What type of paint, and color is needed?
· Fuel resistant paint is required.
· The color needs to be lighter (white/gray) due to environmental heat.
4. Spare tire mounted on front, back or side of trailer?
· Spare tire just needs to be mounted out of the way of the controls in an easy to access area.
5. Do you require a heavier thickness of tank wall than 10 gauge?
· There is no required gauge; industry standards should be utilized.
6. Do you have some drawings or more specs required than what has been listed?
· No.
7. Do you require offerors to submit drawings with the Proposal that is required to be submitted by May 5th?
· Offerors should submit any documentation considered prudent to ensure a complete evaluation of the item can be completed in accordance with the FAR clauses.
8. Double-walled, bottom-fill tanks raise some safety concerns, can you verify or clarify this requirement?
· For safety reasons, bottom fill is required by Army Regulation. Double walled tanks are necessary to avoid using a secondary containment system. The requirements are correct as stated.
9. Is this requirement referring to a feeding tube “dip tube” pulling fuel from the bottom of the inner tank through a tube inserted from the top of the tank?
· No. The requirement is for a tank that can be filled from the bottom, not a top filled tank.
10. What is the regulation that requires bottom-fill tanks for this acquisition?
· Army Techniques Publication 4-43, Section 3-98. WSMR’s commander does not intend to provide approval for top-loading.
