MEMORANDUM FOR WHOM IT MAY CONCERN

SUBJECT: FA9101-19-Q-2000, Concrete Target Fabrication, Questions and Answers

1. Is this an annual bid or as needed project?

a. This particular action is a one-off requirement for the specific amounts listed.

The Government is planning for a larger IDIQ that will span a 5-year ordering period though specific details on RFP release are not available at this time.

2. Does the Government have a range of magnitude for the costs?

a. Since this action is not being treated as a construction contract, there is no range of magnitude the Government can provide.

3. Will there be a site visit for this project?

a. The Government was not planning a site visit due to the short time period to solicit and award. A photo of the target fabrication area is provided for reference.

b. Additionally, offerors will need to utilize the Holloman AFB Commercial Gate for all material delivery. The distance from the Commercial Gate to the north end of the Holloman High Speed Test Track is approximately 18 miles via various roads on the main base and ultimately using Range Road 9 to access the north end.

4. Can the Government clarify the concrete strength stated in the Past Performance section of the Evaluation Plan?

a. The concrete strength for past performance is ≥11,000 PSI and <11,000 PSI. The targets will be poured and cured to 10,000 PSI.

b. The Requirements Document and Evaluation Plan have been updated to reflect the proper units of measurement.

5. Will the Government provide the crane or heavy equipment for lifting the concrete targets?

a. Yes, the Government will lift and relocate targets as they are fabricated.

6. What's the PSI for the proposed Ready Mix Concrete Design Mix?

a. The targets will be poured at 10,000 PSI.

7. Is there an existing level concrete pad (casting bed). If so what are the dimensions?

a. There is a compacted surface which can be viewed at Attachment 08. The approximate area is stated in the Requirements Document at para. 3.1.2.

b. While there may be some very minor grading or leveling required, it is not expected to be substantial as recent targets have been fabricated in that area under the current conditions.

8. Do the panels have to be cast like walls or can they be laid flat and cast on their side?

a. Historically, the targets have been cast flat. After curing, the Government will lift and place them in their required test location.
