Holloman High Speed Test Track FMU-139 Concrete Target Fabrication
Technical Requirements for
846th Test Squadron at Holloman Air Force Base (HAFB), New Mexico
1.0 PURPOSE
The 846 Test Squadron (846 TS) is the premier hypersonic ground test facility in the United States Air Force operating the Holloman High Speed Test Track (HHSTT). The squadron’s mission supports customers across the government and industry that desire to perform ground testing in subsonic through hypersonic environments. In order to perform the FMU-139 testing the below listed targets at 10,000 PSI are required.
2.0 SCOPE
The contractor shall furnish all materials and labor, and perform all operations required to fabricate the targets reflected in drawings 20115126, 201894273, and 201894274. Further requirements are described below.
3.0 REQUIREMENTS
3.1 Target Fabrication Requirements The contractor shall provide concrete targets as described in the following sections:
3.1.1 Concrete shall be prepared using the Government-owned mix recipes that will be provided to the awardee.
3.1.2 Targets are to be constructed only within the target construction area. This location is approximately 18 miles from the main base area of HAFB, NM. The target build-up area is approximately 300 feet by 500 feet.
3.1.3 Targets will be marked in accordance with Government requirements. Typically targets are numbered with an etched 8”x4” steel plate. However, alternate marking methods such as paint or etching may be approved.
3.1.4 Inspection by the Government shall be conducted, at a minimum, prior to pouring concrete for each target, and prior to final acceptance.
3.1.5 The contractor shall evacuate any fabrication equipment to a disclosed location within seven (7) days of notification in cases of HHSTT test operations requiring removal.
3.1.6 Government representatives will inspect and accept the targets on-site to ensure they meet all size and strength requirements. See section 3.3 for strength testing requirements. Government representatives will also randomly monitor and audit pouring and preparation activities. Audit may include checking rebar size, rebar spacing, formworks, etc., prior to pouring the concrete.
3.2 Targets
The contractor shall be capable of a placement (pouring) targets no later than the dates identified in the table below.

3.2.1 Target Milestone Schedule The contractor shall provide a schedule identifying all key fabrication milestones required to meet the pour dates listed in the Table at 3.2.
The schedule shall be provided with the contractor’s offer.
3.3 Strength Testing
3.3.1 Concrete testing shall be conducted by an ASTM International accredited, third party laboratory selected by the contractor and approved, in advance, by the Government. Testing shall be conducted in accordance with ASTM International Standards C-39 and C172.
Test results shall be provided to the Government for review and approval prior to use in targets
3.3.2 Concrete testing shall be based on one event utilizing three cylinders (samples) collected for strength analysis. Each target fabricated will require a test event at seven (7) days, 28 days, and 56 days after pouring as well as a final test event on the day of the impact testing.
3.4 Lifting Lugs
3.4.1 The Government shall deliver lifting lugs for the targets to the fabrication area at least 30 days before the pour date.
4.0 GENERAL
4.1 Fabrication shall begin no later than one month after contract award.
4.2 The contractor is responsible for grading/leveling/compacting existing casting areas as required to construct the concrete targets. The contractor will be responsible for grade/repair of any casting yard lanes disturbed by fabrication operations.
4.3 Specific locations of targets and storage areas for target materials will be determined before fabrication operations begin.
4.4 Concrete ready mix truck wash out area is adjacent to the fabrication area. The exact location will be determined before performance begins. The contractor shall dig a catch area for washing out the mix trucks. Once the catch area is full of dried concrete, the contractor shall break it up and pile it next to the catch area.
4.5 Utilities: Utilities such as water and electricity are not available at the job site. Water is available at the Antenna Relay Center building approximately one half of a mile away from the pour site. The contractor is responsible for providing the method of retrieving any water for use.
Additionally, the contractor is responsible for providing electricity, as needed, to support fabrication operations.
4.6 Safety: Contractor shall ensure that all fabrication activities are in conformance with 29
CFR Part 1926, construction industry and health standards, and shall follow all applicable portions of the US Army Corps of Engineers Safety and Health requirements manual, EM 385-1-1.
4.7 Cleanup: The contractor shall clean up the job site upon completion of each target group.
The contractor shall clean the job site of nails, rebar, snap-ties, other ferrous objects, any additional material required for building the targets, and any dry concrete that may have been spilled.
Disposal of all materials resulting from cleanup operations shall be off federal lands, and disposal shall comply with all applicable federal, state, county and local laws.
4.8 Chemical Latrine: The contractor shall provide chemical latrine(s) on the fabrication site at no additional cost to the government. The latrine(s) shall be serviced as often as required for sanitary conditions but in no case shall servicing be less than required by applicable state, federal, and local laws. Latrine waste shall be disposed of legally off of federal lands.
4.9 Applicable Publications/Regulations: Publications referred to in the specifications may include reference dates that do not reflect the current status of the publications. Unless otherwise stated in the specifications (this will be accomplished by stating “compliance is required with this publication versus any future versions”), the current publication is the applicable publication.
Where the specifications further refer to deviations from these publications, these deviations will be applied to the current publication.
