STATEMENT OF WORK (SOW)
FOR BUILDING 912
Arnold Protective Services
TSD/IP
ARNOLD AIR FORCE BASE, TN 37389

| 1.0 | Purpose |
| 1.1 | The purpose of this acquisition is to install the Vindicator Intrusion Detection System (IDS) to meet the physical criteria of AF 31-101 and NISPOM to make building 912, C-1 into a Closed area. The work will consist of installing a Vindicator Site Commander, BMS door contacts, PIR Motion Sensors, Proximity Readers and IEI Keypads to adequately cover the facility. |
| 2.0 | Scope |
| 2.1 | The scope of this effort includes all activity and work required to design/install/test and deliver the required Intrusion Detection System. This includes, but is not limited to: Contractor management; system design; purchase of Commercial Off-the-Shelf (COTS) and ancillary equipment and necessary support infrastructure; installation of all Contractor provided equipment and infrastructure; systems integration of Contractor provided equipment/infrastructure and Government Furnished Property/Equipment (GFP/GFE); Contractor Verification Testing (CVT); Contractor production verification and acceptance testing of Non-Approved equipment (as required); Contractor site support and Contractor support of Government acceptance testing. Interim Contractor Support (ICS) of the installed and integrated system is also included if ordered by the Government. |
| 3.0 | Summary Requirements |
| 3.1 | The contractor shall design, acquire, install, integrate, test and deliver an Intrusion Detection System (IDS) that meets the physical security compliance requirements of AFI 31-101 for the conversion of Building 912, C-1 into a Closed area. The contractor shall provide all necessary infrastructure upgrades to support system operations and shall integrate approved Government Furnished Property/Equipment (GFP/GFE) into the Vindicator system. The Contractor shall manage the effort to ensure delivery of an IDS that meets specified requirements. The Contractor shall also provide ancillary equipment, materials and/or supplies needed for the installation and associated infrastructure. The Contractor shall ensure that the system delivered under this agreement consists of already proven (qualified) commercial off-the-shelf (COTS) equipment from the Approved Equipment List (AEL) published by AFSFC and installed in the approved and tested configuration and/or Non-AEL COTS IDS equipment proposed, qualified and proven by the Contractor and accepted (approved) by the Government as satisfying system requirements. The Contractor shall conduct equipment production qualification test and acceptance testing and support Government operational evaluation for IDS equipment (as applicable). The Contractor shall perform Contractor Verification testing of the system, including information assurance verification, stability testing and support all phases of Government acceptance testing and provide Interim Contractor Support if ordered by the Government. |
| 4.0 | Arnold AFB, TN, converting Building 912, C-1, into a Closed Facility. |
| 4.1 | System Requirements: The Contractor shall provide all equipment, software, materials, and incidentals required to implement the design to meet the requirements of this contract. |
| A. Building 912 C-1 Control Room, The Contractor shall install a V5 Site Commander, one (1) entry control device, one (1) PIR Shunt motion detector, one Balanced Magnetic Switch (BMS), four (4) above ceiling motion detectors, two (2) 360 degree motion detection devices and one (1) motion detection device to protect panel. | |
| B. Building 912 C-1, Room 308, The Contractor shall install a V5 Site Commander, one (1) proximity reader, one (1) REX Motion sensor, one (1) Balanced Magnetic Switch (BMS), one (1) Maglock and one (1) egress button. |
C. Building 912 C-1, Room 309, The Contractor shall install one a V5 Site Commander, two (2) proximity readers on entry doors replacing current keypads, one (1) REX motion sensor and one (1) Balanced Magnetic Switch (BMS) door shunt.
D. Building 912, C-1, Test Cell, The Contractor shall install a V5 Site Commander, two (2) Balanced Magnetic Switches, one (1) motion detection device to cover the door, four (4) proximity readers which includes one to replace keypad on hobbit door, two (2) Balanced Magnetic Readers on overhead doors, one (1) motion detection device to cover large overhead door and single door exit. The Contractor shall install Vindicator 1500 IDS to update from existing Focus 200 and seven (7) Balanced Magnetic Switches on seven (7) cabinets.
| 4.2 | Detection. The Contractor shall procure, install, integrate and test detection equipment. This shall include, but not limited to: |
| 4.3 | Intrusion Detection System. The Contractor shall install a Honeywell Vindicator Intrusion Detection System in accordance with the AF Approved Equipment List as described in Air Force Security Forces Center, Non-Nuclear IDS Approved Letter dated 13 APR 2018. The system is to be designed, furnished, installed, and tested in accordance with Underwriters Laboratories (UL) Standard for National Industrial Security Systems for Protection of Classified Material, UL 2050. |
| 4.4 | Access Control. The Contractor shall design, procure, install, integrate and test access control equipment. The equipment may include, but not be limited to: |
| 4.5 | Proximity Reader and Pin for Area or Facility Entry and Exit. The Contractor shall design and install automated entry control capabilities for personnel at the entry control points (ECP). The entry control points shall have Proximity Readers, Balanced Magnetic Switches (BMS) and/or IEI Keypads. The Contractor shall install Motion Sensors as a second level of protection to the BMS. |
| 5.0 | Test and Evaluation. The Contractor shall prepare and submit for Government review and approval a Test Plan that addresses all testing to be accomplished under this SOW. Each security system shall have a Contractor verification test. Following a completion of Contractor Verification Testing, the Contractor shall submit to the Government a Test Readiness Letter, certifying that the system is ready for Government Acceptance Testing. |
| A. A Government Representative will witness initial verification testing. | |
| B. Contractor shall allow a 72-hour period to verify no nuisance/false alarms occur during this period. | |
| C. System closeout will occur after a 30-day burn-in period which starts after the 72-hour nuisance/false alarm period is completed. | |
| 5.1 | Quality Assurance. Equipment and devices shall be compatible and operable with all other system components. |
| 5.1.1 | The recommend practices stated in the manufacturer’s literature or documentation shall be considered as mandatory requirements. |
| 5.1.2 | All security components shall be compatible and UL listed for the intended use. Provide materials from one manufacturer, where possible. |
| 5.1.3 | Materials and equipment shall be the standard products of manufacturers regularly engaged in the manufacture of those products. |
| 5.1.4 | Physical Security. The Contractor shall be responsible for safeguarding all Government property, and controlled forms provided for Contractor’s use. At the end of each work period, all Government facilities, equipment and materials shall be secured by the Contractor. |
| 6.0 | Warranty: |
| A. A minimum 12 months warranty on new parts and labor, starting on date of final inspection and closeout of all punch list items after the completion of each system. | |
| B. Warranty shall include transportation to and from Contractor’s repair shop if warranty repairs cannot be accomplished in the field. | |
| C. The Contractor shall provide copies of all warranties for Contractor furnished equipment and materials. | |
| 7.0 | Technical Qualifications: |
A. The contractor shall be a manufacturer certified integrator and/or certified installer of Vindicator security systems, The Contractor shall submit a complete list of proposed equipment meeting USAF approval.
B. All technicians and personnel who will perform work on the security systems shall be U.S. citizens with no arrest or warrants and shall have a NACI investigation or higher.
