B. Extend bid due date from 12 Apr 16, No Later Than 2:00PM CST to 20 Apr 16, No Later Than 2:00PM

C. Please acknowledge receipt of this document by completing blocks 8, 15A, 15B, and 15C on this amendment and returning with bid by its due date or by filling out blocks 19, 20A, and 20B on page 2 of the SF 1442 solicitation.

QUESTIONS AND ANSWERS #3

1. QUESTION: Per our site visit it was indicated that the operable blast windows needed to be true divided lite windows. The problem that we have found is that there are no aluminum window manufacturers that can create a true divided lite window to meet the blast rating that is being specified by the plans. A window manufacturer that was found and that would consider bidding on this project stated that no metal except framing can be on the interior of the building. Any metal on the interior can become a projectile if a blast were to occur. With that being said I realize that there is a historical factor to this building but it is not possible to have historical and blast. Can we get clarity on what is acceptable for these windows to look like and function?
ASSOCIATED QUESTION: I would like to forward a concerns of the Blast resistance window manufacturer concerning the size restriction and provision of identical replacement windows. It will be very difficult to produce a small size pane blast resistance pane windows. The swing opening also creates a challenge. I will appreciate if you can provide us some additional guidance or information for the window manufacturer.
ASSOCIATED QUESTION: We are getting feedback from potential window replacement bidders that manufacturers are unable to produce the segmented blast windows as specified. Is there any opportunity to push the bid date at least 3 days for further investigation?
ANSWER: Due to the multiple questions and manufacturer feedback the government consulted the SHPO on changing the requirement for “all new window units shall be similar to original windows in terms of style, operation, pane configuration, and tinting” as stated in General Note 9 on drawing A1.
The new requirement is, all new blast window units shall be identical in terms of appearance and aesthetics with the provision that final design must be approved by the state prior to construction. The provision will require a submittal on details for creating identical appearance and aesthetics. To be clear this new requirement does not require multiple panes or that the units be operable for the blast resistant units.
Please note: the new requirement is for blast resistant units only. The non-blast resistant units are to remain similar to original windows in terms of style, operation, pane configuration, and tinting.
