QUESTIONS AND ANSWERS #1

1. QUESTION: 1. How many window or window sections will the contractor be allowed to have access to at one time?

ANSWER: It depends on the proposed construction schedule see 01 10 00 - 1.4 A. The contractor is expected to minimize downtime. There are also a number of job conditions that must be achieved in

1.4. , conditions that should be considered when determining the number of window sections taken out of service or demo’d.

2. QUESTION: The as-builts provided are not legible; can a better copy be forwarded?

ASSOCIATED QUESTION: Are legible plans available? The notes and most measurements on the drawings accompanying the RFP are not legible. This is necessary to determine how to match the existing exterior and interior and tie-in new windows in accordance with Section 1.1.D. This request also allows for the suitable generation and submission of?

ANSWER: The Government does not have any other versions/copies of the as-builts.

3. QUESTION: Can the Government provide a drawing of the surrounding area to determine access?

ANSWER: Drawings of surrounded area are not available. Offerors are encouraged to attend site visit. Please see FAR 52.236-27, "Site Visit" for more information.

4. QUESTION: Has the existing structure surrounding the new blast windows been determined to meet the fastening requirement of the blast windows?

ANSWER: No.

5. QUESTION: Will jamb, sill and header structural reinforcing be needed for the blast windows?

ANSWER: See 08 51-13 -2.3 and 08 63 05 -2.3 as well as 08 51-13 -1.4 and 08 63 05 -1.4. The jamb, sill, and header are considered components of the system. System design: Design and size components to withstand dead and live loads caused by positive and negative wind pressure acting normal to plane of wall, including building corners, as calculated in accordance with applicable code, as measured in accordance with ASTM E330. System design: Design and size components to withstand dead and live loads caused by positive and negative wind pressure acting normal to plane of wall, including building corners, as calculated in accordance with applicable codes (IBC, ASCE, AISC), and as measured in accordance with ASTM E330. Additionally, windows shall perform under blast loads in accordance with UFC 4-010-01, ASTM E1300, and ASTM F2248 (Design load = 60psf).

6. QUESTION: Has a lead and asbestos survey been done on the proposed area of construction?

ANSWER: Per 01 10 00 – 1.1 B Lead/Asbestos removal (treat adjacent surfaces of windows as containing lead/asbestos). This includes Window Glazing and Window Caulking see 02 08 00- 3.7G&H. Also this includes all painted material see 02 08 50 – 3.3

7. QUESTION: If no survey has been done, should the contractor have survey cost in their bid?

ANWSER: See answer to #6.

8. QUESTION: If lead has been done can the Government provide a TCLP sample report of lead so landfill classification can be determined?

ANWSER: The TCLP applies only to the waste generated and cannot be performed before the waste is generated. Also, see 02 08 50 – 3.9 D. The contractor is the Organization turning in the waste and is required to submit a GC-565 which a sample of is copied below. The contractor should consider all costs associated with submitting the form accurately.

General Note: Figure 1 is intended to be used as an example of the fixed unit details. It is not mandatory to use this system for all fixed units and may not be applicable for non-fixed units. The specifications will control design and not Figure 1.

9. QUESTION: You gave us a fixed blast mitigation window data sheet (Series 6800). In details 3 & 4 on this sheet it is depicting a beveled frame. Is the frame required to have a beveled frame for this project?

ANSWER: No

10. QUESTION: Window Sizes in at least one bay of windows that are over 5’x5’ which is greater than the maxium blast tested size for window manufacturers. What is the minimum standoff distance …..82ft??

ANWSER: The specified 60 psf (08 63 05 1.4 A) (which should be interpreted as normal to the plane of the window) was intended to provide the detail required for manufacturer’s requirements. The standoff distance and DBT would only be needed in order to determine the pressures associated with said DBT at said standoff.

11. QUESTION: In Spec Section 08 63 05 (Blast Resistant Metal-Framed Windows) 2.4.F You cannot touch up raw edges on anodized finishes (according to F section extent of finish) the only way to do that would be to anodize fabricated window frames and no manufacturers anodize the window after it is fabricated.

ANSWER: 08 63 05 2.4 F Does not specify that the finish coatings applied after fabrication and after assembly be anodized. 08 63 05 2.4 D & F specifies the use of SSPC Paint 25 and SSPC Paint 20 for these applications.

12. QUESTION: In Spec Section 08 63 05 (Blast Resistant Metal Framed Windows) 2.2.C.3 & 4 Is the existing mechanical opening device operable on mid bay windows and is it a requirement? Also are the rest of the windows required to have mechanical operating devices installed to operate them?

ANSWER: There is no 2.2 C 3&4 2.2 C only has one section. With regard to the operable windows please reference drawing TYT32982.A1 detail 5 & 9.

13. QUESTION: In Spec Section 08 51 13 (Metal Framed Windows) 2.1 you are specifying Aluminum-Framed Storefronts……We do not see any aluminum framed storefronts to be installed on this project?

ANSWER: Please consider the term STOREFRONT to be synonymous with the term WINDOW

14. QUESTION: In Spec Section 08 51 13 (Metal Framed Windows) 2.1 B Under the product description you are stating a 7 1/4” mullion profile accept 1” glazing …….This is indicative of a curtainwall system? We do not see any curtainwall for this project…?

ANSWER: Mullions are not only used in storefronts. They are by definition a vertical element that forms a division between units.

15. QUESTION: Is the finish (Dark Bronze Aluminum Finish) a requirement for all of the window?

ANSWER: 08 51 13 2.4 specifies finishes. This applies to all finishes covered under the scope of this project.

16. QUESTION: The window details indicate a totally fixed non-operable window. There are operable windows depicted on the building elevations and the mechanical operators would imply that operable windows are required, but please verify if operable windows are required.

ANSWER: Please see 08 51 13 2.1 B 2. Some of the windows are fixed and some are operable.

17. QUESTION: What are the Superintendence / minimum staffing requirements in terms of the number of project management personnel required onsite continuously for the project? (Supt, Safety, QC – 1, 2, or 3 personnel)

ANSWER: Please see FAR Clause 52.236-06, Superintendence by Contractor (Apr 1984). At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor. (End of Clause)

18. QUESTION: Are electronic CADD (dwg) files available of the design documents so as to allow for compliance with 1.3.A, J, & K regarding the suitable generation and submission of Shop Drawings and (Record As-Built).

ANSWER: No. The drawing of record or electronic as-built will be generated as a result of the redlined drawings and shop drawings. Red lines are typically done manually because they are completed in the field. Shop drawings are the drawings developed of the products you used and installed.

19. QUESTION: Are all blinds, as discussed in 3.2.M functional and operational at this time?

ANSWER: Unknown. Before start of work the contractor is responsible for an existing conditions report which will establish any damage so as to not be held responsible for said damage at the conclusion of the project.

20. QUESTION: Are the existing windows being removed / replaced to be turned over to the government or properly disposed of by the contractor?

ANSWER: The contractor is responsible for disposal which will include preparation in order to be disposed of in the construction landfill. I.E. lead flakes scraped off, all asbestos removed and contained. The asbestos will be disposed of in the asbestos landfill.

21. QUESTION: When is questions due by?

ANSWER: Questions are due by 25 Mar 2016/2PM CST.
