A. Incorporate attached Questions and Answers, FA9101-16-B-0008 03 and FA9101-16-B-0008 03 Photo No. 2 and No. 3.

B. Please acknowledge receipt of this document by completing blocks, 8, 15A, 15B, and 15C on this amendment and returning with bid by its due date or by filling out blocks 19, 20A, and 20B on Page 2 of the SF 1442 solicitation.

QUESTIONS AND ANSWERS #2

1. QUESTION: What is the bid date for this project?

ANSWER: 5 Apr 2016/2PM CST.

2. QUESTION: Is there onsite landfill charge(s) for both regulated and unregulated debris?

ANSWER: No

3. QUESTION: Are any louvers incorporated in the scope of work?

ANSWER: No

4. QUESTION: Do any windows other than those identified in note 4 A1 have screens that are to remain?

ANSWER: No

5. QUESTION: Will jamb, sill and header structural reinforcing be needed for the blast windows?

ANSWER: See answer #5 on Q&A #1

6. QUESTION: Are there tie off points available on the roof for work on the high bay windows?

ANSWER: It is not known whether there are suitable tie off points on the roof.

7. QUESTION: What is the distance from the edge of the catwalk to face of windows?

ANWSER: Approximately 25.5 inches

8. QUESTION: Can you supply a photo of the roof at both south and west elevations?

ANWSER: A photo of the roof at south and west elevations is not available.

9. QUESTION: Detail A/A1 high bay windows, (Windows in General Note 5): Can you supply a photo, detail, etc… of the opening system at the window showing attachment?

b. What is the elevation from roof deck to bottom of windows assuming the windows can be installed from the roof?

ANSWER: Building elevations and window elevations are not known.

c. What is the elevation from FF (concrete low floor) to bottom of the high bay windows?

ANSWER: Building elevations and window elevations are not known.

10. QUESTION: During the walk through we were given access to 2 offices with windows to be replaced. One of the offices has a 6" mud set bullnose tile that makes up the finished sill. The tile will have to be removed and replaced to change out the window. Since we could not see each office and there is no details on the solicitation documents could the government give a lineal footage of tile required to be replaced along with a detail of the new sill?

ANWSER: An expected quantity of tile to be replaced was not determined in the design. The photos of the high bay windows shows no presence of tile.

11. QUESTION: During the walk through a close look at the high bank windows were not made accessible to the contractors. (we couldn't get out on the roof) It was stated by the government the roofing materials were satisfactory for walking on and working on as long as they were protected with plywood. We would like this fact verified or clarified as needed.

ANSWER: The roofs for each section is modified bitumen with a pea gravel ballast. This type of roof is much less susceptible to wear and stress resulting from foot traffic and construction work, than a single ply pvc membrane roof. The contractor is responsible for any damage caused to government property during the execution of this project. The government cannot state specifically that as long as plywood is used they are not liable for damages caused to the roof.

12. QUESTION: On the interior of the building there are "catwalks" which run the length of the high bay windows to be replaced. Are these going to be accessible to the contractor while performing the work?

ANSWER: Yes

13. QUESTION: Referring to question #12 above, how much work will be going on below the high bay "catwalks" while the contractor is replacing the windows? Will this work have to be scheduled during off hours?

ANSWER: The area in question does not “typically” house test related articles. The government however reserves the right to approve schedules for construction based upon our building occupant and customer operation taking the priority over the project.

14. QUESTION: In spec section 02 41 19 3.2 B it says to "B. Lead and asbestos materials are anticipated to exist in existing window paint and sealant." Can the government supply a recent asbestos and lead paint survey for areas of construction? If not is the contractor to assume all windows will have to be abated according to the specifications?

ANSWER: Please see question #6 on Q&A #1.

15. QUESTION: How much of the paint has to be abated, on the window demolition?

ANSWER: All painted surfaces are assumed to contain lead and heavy metals. Any paint that is removed should be done so in accordance with the specifications for lead based paint removal. This includes cuts, surface preparation for welds, etc..
