About this file

This document is a compilation of questions and answers related to a Commercial Solutions Opening (CSO) solicitation issued by the United States Space Force (USSF) Assured Access to Space (AATS) Directorate of Operations (AA3) for innovative commercial products, technologies, or services to address NSSL space vehicle processing capacity needs.

The key details are:

  • The CSO seeks solutions to increase processing capacity at both Cape Canaveral Space Force Station (CCSFS) and Vandenberg Space Force Base (VSFB) with up to $80M in FY24 funding available.
  • Offerors may submit one proposal per CSO topic (1A, 1B, 2) and can propose solutions spanning multiple projects or locations.
  • Phase I proposals are due by 31 May 2024 and should include a rough order of magnitude (ROM) cost estimate. Phase II will involve oral presentations, and Phase III will be a request for proposal (RFP).
  • The government values solutions that can provide processing services for more than one NSSL launch service provider. Greenfield solutions that avoid disruption to existing constrained infrastructure are also of interest.
  • No model contract will be provided, and the government will evaluate proposals to determine fair and reasonable pricing.

NumberPageSectionQuestionAnswer
1GeneralWe have unique solutions addresses specific aspects of SV Processing issue, are we limited to one Submission? One submission per CSO Topic, to include Topic 1A, Topic 1B, and Topic 2.
244.1The CSO states that “The Government encourages proposals that span a wide spectrum of possible technical and business solutions in response to the specific technology topics stated in Attachment 8.”

With this in mind, may Offerors submit multiple proposals to address different projects (up to and including projects on different Coasts)? Alternatively, may Offerors submit a single proposal that includes multiple different projects?

One submission per CSO Topic, to include Topic 1A, Topic 1B, and Topic 2.
3Att 01Are the slides Standard or Widescreen, 8.5x11 or TabloidStandard, 8.5x11
47AAT1, PPT Briefing and Quad Chart FormatWhat size ppt slides do you want: Standard (4x3) or Widescreen (16x9)?Standard (4x3)
51.2Section 1.2: Increased SV Processing Capability. The USSF has identified the need for additional capacity at both Cape Canaveral Space Force Station (CCSFS) and Vandenberg Space Force Base (VSFB). Is the priority from a timing perspective, more acute at one of the locations? The Government values solutions at both CCSFS and VSFB.
611.3How do you define "near-term" and "long-term" in the context of payload processing capacity solutions?Near-Term: within 2 years; Long-term: beyond 2 years.
721.3The CSO states the government is “seeking to invest up to $80M in FY24 (future years to be determined).” Since any awards from the CSO may occur no earlier than the final months of FY24, should we assume that investments of the $80M could also be made in FY25 (in addition to any other future year funding)? This CSO may use multiple appropriations and sources of funding, depending on the scope of the proposals received. The Govt's initial funding is 2-year appropriation, available for obligation through 30 Sep 2025.
824.2What type and color of funding is available? This CSO may use multiple appropriations and sources of funding, depending on the scope of the proposals received. The Govt's initial funding is 2-year appropriation, available for obligation through 30 Sep 2025.
924.2When is the expected award date? (This is germane to how we build our high-level schedule.)See amended CSO for updated timeline.
1044.2Will the Government delete the blank bullet or provide the missing text?Yes, blank bullet deleted.
1155.2This section indicates that contractors must comply with the DD Form 254. Can the Government provide the DD Form 254?A draft DD 254 will be sent out with Phase III RFP.
1246.3Does the Government expect Phase I submissions to contain ROM estimates?Yes, see amended CSO Attachment 1, Quad Chart format. The ROM shall be reflected in the funding table at lower right. Additional rows and text should be used as necessary to delineate Govt and Private funding proposed.
13Attachment 1In Attachment 1, the Quad Chart's lower right quadrant has 'Proposed Funding ($M)' to be populated only if capital is coming from private equities. Would private equity funding by the offeror receive more or less favorable evaluation than self-funding?Please see amended Quad Chart table instructions. The Government will be utilizing the evaluation process described in CSO Attachment 7.
147ATT1, Quad ChartIf our proposed solution does NOT include private equity funding--only Government funding (up to $80M)--do we still include this section on "Proposed Funding" with the accompanying five-year table?Yes, include the table (as depicted with $000 entries) with explanatory text.
1576.7For the Phase III proposal, can offerors have at least 45 calendar days to respond?See amended CSO for updated timeline.
166.8Section 6.8, states that proposals need not be evaluated against each other since they are not submitted in response to a common performance work statement or statement of work. In that context, can the Government please clarify how the Defense Commerical Solutions Opening price shall be considered to the extent appropriate, but at a minimum, to determine that the price is fair and reasonable for the Cost deliverable in Phase III? Does the Government have a minimum baseline solution that the Defense Commerical Solutions Opening price is based on?The Government does not have a minimum baseline solution, but will evaluate proposed solutions as described in CSO Attachment 7. Additional pricing information may be requested in Phase III.
1786.9Is the Government open to reconsidering or lowering its Subcontracting Goals and Requirements? Offerors may leverage existing facilities and/or internal efficiencies with less subcontracting opportunities.See section 6.9 for Subcontracting requirements. Subcontracting goals are set by SAF/SB. If the subcontract plan proposed is not in accordance with the set goals substantial explanation/rationale shall be provided.
1811Attachment 4Will the Government clarify what portions of the proposal are not included within the page limitations (e.g., cover page, table of contents, list of figures, list of tables, and acronym list)?Yes, see amended CSO.
1915Attachment 6Within the Scope section, will the Government change “Provide a detailed project schedule that outlines the various phases of work to be accomplished within the proposed period of performance.” to “Provide a graphic display of major program milestones.” This change is consistent with MIL-HDBK-245D DoD Handbook for the Preparation of Statement of Work (SOW) pg. 20.Yes, see amended CSO.
2017Attachment 7Will the Government change the criteria from “Funds availability” to “Funds proposed?" Contractors can not affect the Government’s funds availability, but only the amount of funds that they are proposing. The Government will evaluate proposals as described in CSO Attachment 7, which includes considering the availability of both Govt and private funding, as well as the potential for additional future funding.
2117Attachment 7If evaluated "Not Selectable" or "Selectable" for any proposal phase, will the Government provide Offerors feedback and allow proposal revisions? No. Any feedback or revisions which may be required would happen during the Phase II process on a case-by-case basis.
2218Attachment 8Will the Government change (2 places) from “This capacity will enable SV processing services for all NSSL launch service providers,” to “This capacity will be evaluated more favorably if it provides SV processing services for more than one NSSL launch service provider,” The Government should not preclude the possibility of funding capacity increases that may benefit a subset of NSSL launch service providers, since it is in the Government’s best interests to reduce capacity demand on other processing services (e.g., Astrotech, EPF) available to NSSL launch service providers.No.
2318Attachment 8Does the Government find value in greenfield solutions that would increase range capacity while avoiding the disruption associated with expansion on infrastructure which is already capacity constrained?Yes. Reference CSO Attachment 8, Topic 1.
24N/AN/AWhen does the Government intend to release a sample model contract for this effort? The Government does not intend to provide a model contract.
