About this file
This document is a Single Source Justification (Simplified Acquisition) for the Department of the Air Force's Zonal Engagement and Unmanned Strike (ZEUS) project. The government requires National Defense Authorization Act (NDAA) compliant, high-performance radios capable of operating on small unmanned aerial vehicles (UAV) without using WiFi-based waveforms, specifically the QTY-3 model. Silvus Technologies is the sole NDAA-compliant manufacturer of SL-5200 radios for electronic warfare, with mesh-networking capabilities for Group 2/3 Intelligence, Surveillance, Reconnaissance, and Targeting (ISR-T) UAVs.
A Notice of Contract Action (NOCA) Presolicitation was posted on SAM.gov from 29 April 2025 to 14 May 2025 with no responsive submissions received. The contract is valued at a redacted amount, and the government will conduct regular market research to identify alternative products and encourage competition. The Contracting Officer has determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available for these specialized radio communications equipment needed for the ZEUS program.
