STATEMENT OF WORK
FOR
UPGRADE FORCE PROTECTION
TANNER HILL TEST SITE
PREPARED BY AFRL/RIOC
AIR FORCE RESEARCH LABORATORY

1. SCOPE
A. . The work covered under this Contract consists of furnishing all labor, equipment, and materials and performing all work required to repair existing perimeter fence at the Tanner Hill Test Site back to original condition. Included in this work is an approximate 4000’ clear and grubbed path and a powered M30/K4 rated drop arm gate at the site’s entrance with electrical and access controls conduit being installed into the gates foundations so power and access controls connectivity can be completed at a later date.
Government property warning signage will also be installed along the entire test site perimeter. All work shall be done in accordance with the contract specifications, this statement of work, and the drawings
B. Location: The work area is located at AFRL Rome Labs Tanner Hill Test Site, Newport, New York.
C. General Notes:
i. All dimensions and locations of project components shall be field verified and shall be installed following manufacturer’s recommended installation guidelines.
ii. Items provided by owner are to be coordinated with the owner for installation.
D. Security
i. All contractor materials including but not limited to; trash containers, vehicles, and equipment, are to be located 25 meters (80 feet) minimum from all Air Force and installation buildings.
E. Description: Currently our Tanner Hill test site force protection infrastructure does not meet the level required. To mitigate this, the existing perimeter fencing needs sections repaired due to overgrown conditions and fallen tree branches.
Along with the fencing repairs is approximately clearing 4000’ clear path along the perimeter fence line so that visual inspection of the fencing can be completed.
A M30/K4 rated drop arm barrier will be installed at the sites entrance. Power and access controls conduit will be installed into the gates foundations, but no power and access controls will be connected to the gates at this time.
2. ITEMS OF WORK
2.1 Contractor to verify all dimensions and field conditions prior to beginning construction and notify designer immediately of any discrepancies.
2.2 Clearing: Perform clearing or cutting of brush, trees, tree limbs and stumps in the areas shown on the drawing. Do not cut or clear any brush or trees on the adjacent property owners’ land. Do not access adjacent property, all work operations to remain on government property.
2.2.1 Remove all materials from site except smaller brush or tops which are to be chipped or shredded and spread out evenly in the adjacent wooded areas on government property. Remove all previous downed trees and limbs in the clearing area. Remove all stumps in the new clear path area. Other stumps, including saleable timber harvest by others, remaining in the clearing area to be cut as close to the ground surface as possible. Remove all foreign objects in the clearing area, old fence wire, old fence posts, etc. Existing fencing on adjacent property to remain.
2.3 Fence Repairs; Fence repairs are to match the existing fence. Fence posts to be heavy duty class 3 galvanized steel T-Posts, 6 ½’, 1.33 lb/ft, with anchor plates, 10’ on center. Bracing at corner, end, and intermediate locations to be installed as shown on the drawing. Bracing hardware to be Wedge-Loc or approved equal. T-Posts to have safety caps at top. Perform any clearing or cutting of brush or trees to install new fencing.
Debris from clearing and cutting can be left on site. Fence wire to be class 3 galvanized twisted barbless 12 ½ gauge two ply, four strands. T-post clips for fence wire to be class 3 galvanized.
2.3.1 New warning signs; If existing warning signage is damage, replace to match existing.
Aluminum sheeting, 6061-T6, 1’-3” x 1’-6”, .090” thick. Mount as shown in detail on drawing.
Attach sign panel to post with galvanized steel hardware. Sign post to be class 3 galvanized steel U-Chanel sign post, 2 pounds per foot, 8’ long. Sign location to be one foot inside fence line and spacing (200’) to be as shown on the drawing. Sign panel to be blank, government will attach adhesive back base warning sign.
2.4 Clear Path: New clear path to be located as shown on the drawing. Repair surface ruts and damage from clearing and grubbing operations. New clear path to be constructed on the surface 10 feet on the inside of the fence line. Path alignment can vary slightly to avoid obstacles but remain within the clearing area.
2.5 M30/K4 Drop Arm Barrier: Drop arm gate system to be B&B Armr Model 773E, or equal, M30/K4 certified. Clear roadway opening to be 24’. Provide complete installation and operation of vehicle barrier as specified. Work includes furnishing all items and accessories required or necessary for a complete operational vehicle barrier including as shown on the drawings and specified herein. Follow all manufacturer’s specifications and installation instructions.
2.7 Protection and Clean Up: Protect or restore all surfaces or items to remain. Remove all debris and excess materials from site. Restore storage and stockpile areas to original conditions.
3. SUBMITTALS
All submittals must be signed “approved” by designer, any submittals not seen by the designer shall not be considered approved or installed by the contractor.
