About this file

This amendment modifies a Broad Agency Announcement to update submission dates, the period of performance, and submission information. The announcement seeks white papers and proposals to develop a framework for reasoning about complexity properties against multi-domain courses of action in order to assess their collective impact on adversaries. Total estimated funding is $9.9 million for multiple awards normally ranging from $500,000 to $1 million over a 24-month period. Submission dates are provided for each fiscal year through 2024. The Air Force Materiel Command Research Laboratory will evaluate submissions and make awards as contracts, grants, cooperative agreements, or other transactions.

Part I, Overview Information:

This announcement is for an Open, 2 Step BAA which is open and effective until 30 Sep 2024. Only white papers will be accepted as initial submissions; formal proposals will be accepted by invitation only. While white papers will be considered if received prior to 4pm Eastern Standard Time (EST) on 30 Sep 2024, the following submission dates are suggested to best align with projected funding:

FY 21 by 16 APR 2021 FY 22 by 30 SEP 2021: Offerors are requested to hold white papers until the BAA is modified to add updated focus areas prior to the FY23 white paper date.

FY23 by 30 SEP 2022 FY24 by 30 SEP 2023 Part II, Section I, Schedule:

Schedule The schedule (Figure 2) describes how this research will be executed over the course of the program. The Government team plans to hold quarterly reviews throughout the execution period of the Marionette program as well as participate in the annual Principal Investigator (PI) Meetings as part of the AFRL AC2 CTC portfolio of programs. PI meetings will serve as quarterly reviews for quarters in which they coincide. Sites of other quarterly reviews are to be determined. Offerors should assume that fifty percent of the reviews will be at their sites and the other half of the reviews will require travel. As required, the Government team will also support informal meetings and/or biweekly teleconferences with offerors to assess current status.
