Single Source Justification (Simplified Acquisition)
FOR OFFICIAL USE ONLY
November 2018 FOR OFFICIAL USE ONLY Page 1 of 1
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: AFLCMC/PZIEA
Project/Program Name: AFLCMC/XZS Joint Strike Environment (JSE) Capability Build: Lab Improvement
Purchase Request / Local ID Number: Aerotronics F-35 Stick and Throttle (6 sets)
Estimated Contract Cost (including Options): $189,479.00
Section B: Description of the Supplies/Services Required
Six Aerotronics F-35 Stick and Throttle sets are required for the one high-end desktop F-35 Effects Based Simulation (EBS) station that are a part of each EBS Software Integration Lab (SIL) (two sets) and for the four Simulation and Analysis Facility (SIMAF) Medium Fidelity Cockput upgrades (four sets).
Section C: Justification for Soliciting from a Single Source or Brand Name
This is a new contract for the purchase of materials to complete the build live-virtual-constructive (LVC) simulation domes.
Aerotronics is the only vendor to present a medium fidelity F-35 flight stick and throttle system that meets the requirements/ software compatibility for the simulation stations.
In coordination with SIMAF, NAVAIR, Edwards AFB, and Nellis AFB agreed to a common hardware specification to minimize technical risk and software development time/cost. If the various sites have different hardware configurations, the cost of software development will increase substantially with each unique hardware configuration, requiring a new, unique software configuration, which must be developed, validated, maintained, and controlled separately. To eliminate substantial duplication of cost, a common hardware set will be used at all locations, allowing for development of a single software configuration.
Section D: Efforts to Obtain Competition
SIMAF attended I/ITSEC (annual simulation conference) in November of 2018 and viewed over 80 potential solutions/vendors.
No other vendor meets the medium fidelity F-35 flight stick and throttle system needed for the requirements/software compatibility with SIMAF's display of a LVC simulation environment. A pre-solicitation notice was posted to FedBizOpps for seven days, and no vendors responded to the posting.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
None at this time as this system is already in use in JSE cockpits at various JSE sites as part of the JSE and JSE-AF efforts. All of the JSE cockpit systems must be identical for the JSE and JSE-AF software to execute properly.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
