Broad Agency Announcement Title: Progressive Damage Model Benchmarking for Ceramic Matrix Composite Components in Turbine Engine Applications

Broad Agency Announcement Type: This is the second amendment announcement

Broad Agency Announcement Number: FA8650-19-S-5001 AMD 02

Amendment 02 provides the following answers to questions which have been submitted to the Government from 12 Oct 2018 through 15 Oct 2018.

Q-4.

1. Will an exception to the following clause be allowed: Page 8, section 5. Other: A.

Foreign Participation: No technologies, data, and or equipment will be disclosed to a foreign participant during any phase of this effort?

Answer to Q-4.:

1. If an exception to foreign participation is being requested, please provide details within the proposal and the Government will evaluate on a case by case basis.

Q-5.

1. BAA, para 3.d. states residuals of tested material should be returned to the government. It is requested that test material be returned to the manufacturer and not the AF. Would this exception be allowed?

Answer to Q-5.:

1. Government purchased materials shall be delivered to the government at close of contract.
