Broad Agency Announcement Title: Progressive Damage Model Benchmarking for Ceramic Matrix Composite Components in Turbine Engine Applications

Broad Agency Announcement Type: This is the first amendment announcement

Broad Agency Announcement Number: FA8650-19-S-5001 AMD 01

This document answers questions that have been submitted since the issuance of FA8650-19-S-5001 and extends the due date for the proposals.

Q-1.

1. I was hoping to learn if the government had in place a BAA for the same research area that preceded this one? Or was the research done via Calls on previous BAA?

Answer to Q-1.:

1. There were two previous BAAs that undertook development of the types of progressive damage models that are of interest in the current effort. The contracted efforts awarded under these BAAs supported progressive damage modeling of ceramic matrix composites.

Q-2.

1. I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?

Answer to Q-2.:

1. This is a new requirement. Any approaches with a demonstrated ability for progressive damage modeling of ceramic matrix composites may be proposed regardless of what has been funded by the government previously.

Q-3.

1. Per the subject Broad Agency Announcement, proposals are due 12 November 2018, Wright-Patterson AFB OH, 2:00 pm, local time. While early submission is feasible and encouraged, 12 November 2018 is a federal holiday. For planning purposes, is the government thinking about changing the due date?

Answer to Q-3.:

Page 1, Proposal Due Date and Time is hereby extended and changed to read as follows:

Proposal Due Date and Time: 13 November 2018, Wright-Patterson AFB, OH 2:00 p.m., local time. NOTE: Proposal receipt after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3). It should be noted that this installation observes strict security procedures to enter the facility. These security procedures are NOT considered an interruption of normal Government processes, and proposals received after the above stated date and time as a result of security delays will be considered “late.” Furthermore, note that if offerors utilize commercial carriers in the delivery of proposals, they may not honor time-of-day delivery guarantees on military installations. Be advised, if the U.S. Postal Service is used, this building only receives U.S. Postal Mail twice a week and delivery by that means may not meet the proposal due date and time. Early proposal submission is encouraged.
