POC, Contracting Officer (Noreen Bennett) at noreen.bennett@us.af.mil. These questions and answers will be posted as soon as practicable.

This announcement does not request any white papers or proposals at this time.

The following topic is an anticipated requirement for AFRL/RYA for FY17. A BAA solicitation requesting proposals for this topic is anticipated to be published November 2016.

The funding listed reflects the estimated requirement funding only. This estimate is not a guarantee of funding. Funding is uncertain and is subject to change. Changes in funding availability may occur at Government discretion.

Brief Program Description: RACER shall continue research on RF exploitation challenges using a hardware agnostic radar that can be applied to many different SAR systems. RYA is currently using the Gotcha Spiral 2 Radar Testbed as the primary test asset for this research. The

Gotcha Radar concept offers the ability to simultaneously generate both SAR imagery and ground moving target indication (GMTI) products. The Gotcha Radar philosophy is to take a single data stream collected by a SAR sensor, and simultaneously generate both SAR imagery products - such as Video SAR, change detection, high resolution imagery and 3-D imagery - and

GMTI products. In other words, Gotcha Radar enables imaging and tracking at the same time, for the first time.

RACER will primarily focus on the RF exploitation challenges as well as related foundational concepts such as advanced imaging and processing. This research investigates evolutionary and revolutionary improvements to RF sensor exploitation algorithms and related processing capabilities. This program shall advance RF exploitation technology with innovative algorithmic approaches for dynamic and flexible sensing capable of leveraging all available information to mailto:lakeisha.washington.1@us.af.mil mailto:noreen.bennett@us.af.mil

Research to Advance Comprehensive Exploitation of RF (RACER) maximize sensing and exploitation performance. This information may include spatial diversity, waveform diversity, transmit and receive adaptively, and signals of opportunity. The goal is to address concurrent detection, tracking, imaging, and classification/identification of targets within contested and challenging environments with singular and distributed sensing architectures. This goal leverages flexible RF sensing approaches to thoroughly exploit all beneficial information across these defined needs from the sensor data stream. This research shall utilize high performance computing to achieve a real time capability. This shall include the development of models, hardware, software, algorithms, and techniques that extend from basic to applied and advanced research for both active and passive sensing.

The Gotcha Spiral 2 Radar Testbed (GS2), radar hardware and software will be provided as

GFE. Potential bidders will be expected to operate and maintain the GS2 in a knowledgeable and cost-effective manner.

The contractor will be expected to deliver all software and/or hardware as required, and all associated data developed and/or used in the execution of this effort, unless clearly stated otherwise in the proposal. It is anticipated that a BAA providing more details into this program will be released Nov 2016; the solicitation will be made available at www.fedbizopps.gov.

Direct any questions to the Contracting or Technical point of contacts identified in the announcement.

Security:

General OPSEC procedures, policies and awareness are required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information.

OPSEC will be applied throughout the lifecycle of the program. The Critical Information List will be provided upon request by the RYOY Security Office. While working on the government installation OPSEC will be provided by the RYOY Security Office.

The proposed technology will drive the classification level of the effort. All activities associated with this effort will be provided with, and comply with, an applicable Security Classification

Guide (SCG) for the system under test or under development. Research being performed may require clearances up to Top Secret/SCI depending on the technology proposed.

Anticipated Contract Type: Cost-Plus-Fixed-Fee Completion (CPFF) contract type is contemplated. Up to 2 CPFF contracts are contemplated.

Anticipated Funding/Estimated Program Amount: $24,000,000 (Estimated Total Program).

Set Aside: None

THIS IS NOT A CALL FOR PROPOSALS.

DO NOT SUBMIT PROPOSALS AT THIS TIME.

ANY PROPOSALS RECEIVED WILL BE DISCARDED.
