JUSTIFICATION FOR OTHER THAN

FULL AND OPEN COMPETITION

I. Contracting Organization

AFLCMC/WISK – Air Force Life Cycle Management Center, Special Warfare Contracting 1895 5th Street, Bldg. 16, Wright-Patterson AFB, OH 45433

II. Description of Action

This Justification and Approval (J&A) authorizes the use of other than full and open competition procedures to procure forty (40) Kawasaki KLX 110L Mini-Bikes to be employed by Air Force Special Operations Command (AFSOC) Special Tactics (ST) operators in order to conduct Airfield Seizure and Control operations. This procurement will supplement the existing inventory of 113 KLX-110L Mini-Bikes currently being used to support Unit Type Code (UTC) requirements. 20 mini-bikes will be procured via a base contract award, and the additional 20 bikes will be incorporated via a contractual option.

III. Description of Supplies/Services

The Air Force Special Operations Command (AFSOC) Requirements Branch, A5KB, requires the Kawasaki KLX110L as it is a small, yet rugged off-road motorcycle capable of carrying one operator over unimproved surfaces in support of Special Tactics (ST) operator’s mission sets.

These Kawasaki KLX110Ls will maintain standardization and training requirements necessary for current missions in and around the airfield environment. This motorcycle must be undroppable easily maneuverable by 1 operator and powerful enough to traverse mountainous terrain.

AFSOC units currently possess 113 Kawasaki 110L Mini-Bikes that are used within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) -- to include deployed locations, to facilitate air-field operations.

AFSOC requires the mini-bikes meet door bundle requirements as described in Technical Order 13C7-1-11, Airdrop of Rigging and Equipment: Rigging Containers, paragraph 2-2, Air Force Aircraft, Paratroop Door Loads; and Technical Order 13C7-2-491, Airdrop of Supplies and Equipment: Rigging Military Utility Vehicles, chapter 5, Rigging One Mini-Bike for Door Bundle. Door bundle dimensions must not exceed 48- by 30- by 66-inches.

Modifications will be performed on the Kawasaki KLX110Ls to customize the end users interaction with the equipment. These modifications are not impactful to the core performance of the Kawasaki KLX110L and are cosmetic/auxiliary changes to the standard. Moreover, these modifications are not brand name in nature and are thusly not subject to the authorization provided in this J&A.

V. Applicability of Authority

The required Kawasaki KLX110L are replacements for the existing KLX110Ls and are required to meet current UTC requirements for the Special Tactics community.

Commonality of Fleet. The KLX110L is currently being operationally employed in austere conditions, at night, in potentially hostile environments. It is imperative that the ST airmen using these bikes can operate them by muscle memory in low/no-light under extremely stressful conditions. Commonality of the mini-bike fleet is critical in this respect. The ST airmen need to be able to operate the bike by feel and having one type of bike in the fleet facilitates the ability to rapidly employ the bike for its intended purposes without risking the operational security of the user.

Fleet commonality minimalizes UTC costs relating to on-hand spare parts, on-the-job maintenance training, and the aforementioned commonality training.

Additionally, fleet commonality means that only one bike requires airdrop certification and Technical Order (TO) development for airdrop. There is a cost savings from not duplicating these efforts.

VI. Efforts to Obtain Competition

Multiple manufacturers produce Mini-Bikes of similar capability at a similar cost. Prior to 2010, AFSOC conducted user evaluations on available Mini-Bikes and fielded the best suited Mini- Bike that fit the UTC requirements. Nine AFSOC units use the KLX-110L Mini-Bikes to meet their operational requirements.

Market research conducted by the Special Warfare Branch beginning on 21 June 2019 included the following: query of same and similar previously purchased items using the Federal Business Opportunities website, GSA E-buy website, Easy Search website, EZQuery database search, Electronic Document Access search, Google search, and the Procurement Desktop Defense search.

This market research revealed that Honda and Yamaha both produce similar products at a similar cost. The similar mini-bike produced by Yamaha is the TT-110E and the similar Honda mini-bike is the CRF110F. Both the Honda and Yamaha models had significantly lower ground clearance, seat height, and suspension travel than the Kawasaki. Moreover, the utilization of these bikes would create a disconnection between the equipment units are accustomed to deploying with. This disconnect creates an obstacle to full and open competition that cannot be overcome without degrading the operational safety of the end users.

VII. Fair and Reasonable Costs

The contracting officer, in accordance with FAR 15.402(a)(2)(i) – Pricing Policy, will require no additionally price data from the offeror other than their quotes. Fair and reasonable prices will be based on adequate price competition. The received prices will be evaluated via comparative analysis using the other prices quoted and publicly available price data (i.e. – brochures and GSA). (FAR 6.303-2(a)(7)VIII.

VIII. Market Research

Market research was conducted in accordance with FAR Part 10 through independent research of commercially available items. This market research revealed that the commercial market can supply the required end item without

AFSOC currently has 113 KLX 110L mini-bikes in their inventory. Introducing 20 mini-bikes of a different brand will unnecessarily complicate operational employment and logistical support.

XI. Steps to Foster Competition

AFLCMC/WISN will continue to conduct both strategic and tactical market research in the event a new commercial solution meets or exceeds the requirements of AFSOC and this items improvements outweigh the financial burden of retrofitting the fleet of current vehicles.

Additionally, Market Research will be conducted as AFSOC re-asserts their requirements on an annual basis.

XII. Contracting Officer’s Certification

The contracting officer’s signature on the Justification Review Document evidences that he has determined this document to be both accurate and complete to the best of his knowledge and belief (FAR 6.303-2(b)(12)).
