EMAIL QUESTIONS AFTER RELEASE OF SOLICITATION
26 JAN 2018
1. QUESTION: In some instances, a specific part is listed twice for a wire harness and is identified with one hard quantity requirements and one as AR. For example, part MS27488-20-2, Sealing Plug is identified with a hard quantity requirement of 45 and another with a quantity of AR. The H13E001 and the TCTO identifies a quantity of 60 in the kit. Does the 60 required in the TCTO include the 45 that are listed as a hard requirement in M13E101-101 or is that quantity only those that fulfill the AR requirement?
ANSWER: The requirements are separate; the quantity of 60 should be considered to fulfill the AR requirement as the TCTO supersedes the drawings.
2. QUESTION: There is a large quantity of Drawings and Instructions identified in section
5.1.5 of the TCTO and these drawings/instructions have been provided as part of the TDP in the RFP. Will copies of each of these drawings and instructions be required to be printed and included in each installation kit?
ANSWER: No. Copies of drawings and instructions are not required to be printed and included with each installation kit.
3. QUESTION: Are the special Equipment Tool Kit components listed under 4D09010- 401A and in the TCTO Section 5.3 required to be delivered under this contract?
ANSWER: No. Special equipment tool kit components listed under 4D09010-401A and in the TCTO Section 5.3 are not required to be delivered under this contract.
4. QUESTION: Page 10 of the TCTO identifies a requirement for six M81714/17-D33 Terminal modules included in the 4D19156-101A kit. However, the 4D19156-101A kit parts list does not identify the M81714/17-D33 Terminal Module as a requirement.
There is a terminal module of that number identified in the drawing itself but only as a reference. Which one is correct?
ANSWER: The requirement is on pg. 10 of the TCTO. Please Use quantity identified in the TCTO which is 6. The drawing 4D19156 references part # M81714/17-D33 and quantity of 6. References are considered to be an approximation.
5. QUESTION: On page 3 of the TCTO, the bulk materials identified for the 4B09072- 107A kit is a different quantity than the 4B09072-107A column identifies. Which one is correct?
ANSWER: The bulk materials in question are considered “bench stock” and/or common shop items that must be maintained on hand. The required quantity could vary, therefore the kit builder should get as needed. Recommend using the higher quantity.
6. QUESTION: The TCTO and H03E005 harness installation drawing both require two GSC071B Blue Crimp Sleeves as loose parts in the M03E103-101 Wire Harness.
However, the M03E103-101 drawing does not identify any requirements for the GSC0701B Blue Crimp Sleeves in the parts list. Which one is correct?
ANSWER: These are bench stock items that should be kept on hand and provided as loose parts with the wire harness. Use the quantities called out in the TCTO and H03E005-101A Harness Installation Drawing (HID).
7. QUESTION: The TCTO and H14E001 harness installation drawing both require one M39029/57-358 contact socket as loose parts in with the M13E104-101 wire harness.
However, the M13E104-101 drawing does not identify any requirements for any M39029/57-358 contact sockets? Which one is correct?
ANSWER: Bench stock items for this program. Provide the quantity of contact sockets as loose parts specified in the TCTO. Use the quantities called out in the TCTO and H14E001 HID. Provide one M39029/57-358 contact socket as specified in the TCTO and one as specified in the H14E001 HID as loose parts in with the M13E104-101 wire harness.
8. QUESTION: Can the Government provide part numbers for the parts listed in the TCTO that are going to be provided as GFE or acquired through separate Government contracts?
ANSWER: Please refer to Statement of Work (SOW), page 4.
9. QUESTION: Drawing 4F79217 identifies two Ident Plates in the parts list. These are the 4F79217-107A and the 4F79217-109A. However, the TCTO only identifies a requirement for one Ident Plate in the Visor Door installation kit without identifying which one is required. Could you please clarify this requirement?
ANSWER: The TCTO pg. 13 part # MS27253-4 quantity is 1. The drawing 4F79217 Note 10 references part #MS27253-4 “Make from salvaged part 4F79085-101A or 4F79085-111A as modified by TCTO 1C-5-799. Please use the TCTO quantity of 1 for part # MS27253-4 as the requirement.
10. QUESTION: The reference quantities shown in the TCTO for the 4B09072-107A kit parts for two items do not match the required quantities itemized in the 4B09072-107A Index. Information on these two parts are listed below:
a. The TCTO references a requirement for 2 of the M23053/4-303-0 insulation sleeving (1ft) while the 4B09072 identifies a requirement for 4 of these items in the -107A column.
b. The TCTO references two of the M23053/5-105-9 three-inch segments while the 4B09072-107A identifies a requirement for 4 of these sleeves.
ANSWER: This is a bench stock item. Precise lengths are not specified. Sufficient (bulk) quantity should be kept on hand to do the job. Use the TCTO quantities. Per the response to question #5 with respect to reference quantities, reference quantities are considered to be an approximation.
11. QUESTION: In the 4B09072-111A kit, the TCTO identifies part A-A-59474 (Tape, High Temp, PTFE) in parentheses as a reference item indicating the part may be covered in other requirements. However, the 4B09072 index for column 111A indicates that the A-A-59474 is a specific requirement to be included in the 4B09072-111A install kit as a loose item. Could the government please clarify this requirement?
ANSWER: This tape is a common bench stock item used for multiple applications.
Comply with the loose item requirement as specified and keep on hand for use as needed.
Also include A-A-59474 (tape) for the specific requirement in the 4B09072-111A install kit as a loose item.
12. QUESTION: Page 2 of the TCTO identifies a requirement for Part Number LAC C-25- 1369 with a nomenclature matching STK9000-375. While STK9000-375 on the 4D09010 drawing identifies the tape with a part number LAC C-25-1359A. Could the Government please clarify the requirement?
ANSWER: These are both common bench stock items. Have both sizes on hand.
Comply with the requirement on Page 2 of the TCTO for Part Number LAC C-25-1369 with a nomenclature matching STK9000-375, and the 4D09010 drawing requirement for tape part number LAC C-25-1359A.
13. QUESTION: The H14E001 Harness Install drawing identifies a requirement for one M39029/57-358 contact socket to be included for the M13E104-101 harness (requirement on Sheet 6 of the H14E001 Install drawing under the -103A column). However, there is no requirement for an M39029/57-358 contact socket in the M13E104-101 harness identified in the parts list. Could the Government please clarify the requirement?
ANSWER: Looking at both the drawing H14E001 and TCTO pg. 8 Harness Installation Drawing (HID) H14E001-101A and Wire Harness Assembly M13E104-101 they both give a Quantity’s of one for part number M39029/57-358. The requirement is one.
14. QUESTION: The parts list for drawing 4D19163 (Panel Assy – Consolidated Load, Flt Engr Sta, Weather Radar, Instl Of, kit) identifies the use of a 4K19414-101B Panel
Assembly which is made from salvaged part 4K19414-101A. Additionally, the drawing tree identifies the 4K19414 as (Spares). Are the parts used for the 4D19163 installation salvaged from spare load panels during the install or is there a requirement to provide new/spare 4K19414-101A panels?
ANSWER: Part #4K19414 is not considered a spare; it is a “make-from” modification.
The TCTO under 4D19163-101A (page 11) lists the parts that make the modification to become Part #4K19414-101B, which will be considered a part roll to 4K19414-101B.
The parts are not salvaged from the spare load panels; therefore, there is no requirement to provide new/spare 4K19414-101A panels.
