QUESTIONS
1. What will be the access availability of the KC-46 aircraft for the company that receives the contract?
There will be one opportunity for the selected offeror to get on the aircraft for window measurements. Then potentially another for fit checks.
2. Can mounting points be added to the aircraft, as long as they do not hinder any functions on the aircraft?
No, mounting points will not be able to be permanently attached to the aircraft.
3. Does pilot observation flap have a maximum dimension specification?
No, there is not a maximum dimension for the observation flap.
4. What is the maximum weight requirement for the entire system? What are the maximum weight requirements for each individual shade and the storage container?
This will be further defined in the SOW.
5. In reference to section 3.1.11, what are the required temperature limits for safe flight operations?
Less than 120 degrees Fahrenheit.
6. 3.1.10 states that the storage container must meet standards for protection from sand and dust. Section 3.3.3 states that the container be impermeable to fluids and foreign particles. What foreign particles? Which fluids? Does this include submersion?
List of materials will be provided in the RFP.
7. Who performs the System Safety Analysis, the government or the contractor?
Contractor will perform the System Safety Analysis.
8. What is the schedule in which the government expects the research, development, testing, evaluations, and manufacturing to occur? Will the government provide expected timelines in which to meet project milestones?
The government will provide the delivery dates for the end items. The contractor will need to provide the schedule on how they will meet these dates.
9. Have project milestones been established, and if so, what are they?
This will be addressed in the SOW.
10. Is there an established test for the requirement in section 3.6.1? If so, what is it?
It should be done in accordance with MIL-STD 810G.
11. Section 4.1.1(a) notes that the contractor is responsible for all testing in Section 3 (with one exception). Who is responsible for verifications, qualifications, and testing described in section 4?
The contractor is responsible for the verifications of Category I requirements, USG will perform verifications of Category II requirements.
12. Please provide more information, references, or standards for Joint Primary Aircraft Training System Multivariate Cases 1-Small, 5-Overall Large, and 7 Overall Small.
This will be further clarified in the RFP.
13. Section 3.5.1 specifies that “…light transmission…shall not exceed 0.01 percent of the incident light intensity.” Section 3.5.3 specifies that the curtain system will “…block out all external light.” These seem to be inconsistent.
Will resolve this in the final TRD.
14. Will the government provide the contractor with relevant KC-46A designs, models, diagrams, etc. for reference during the development phase of the thermal curtains?
No, the government will not be able to provide drawings, models or diagrams beyond the rough sketch seen in the SOW. The selected offeror will have the ability to visit the aircraft to take their own window measurements for the design.
15. Will the contractor be provided with access to KC-46A aircraft in order measure all relevant windows, storage spaces, etc., as well as to operationally test prototype system elements?
The contractor will be provided access to the aircraft once for measurements and potentially a second time for an operational fit check.
16. Will the contractor be provided with access to KC-46A aircrews, engineers, program officers, etc.
in order to seek input on preferred design features for the system?
Yes, the contractor will have a POC in the KC-46 program office.
17. Are there currently deployed thermal curtains in other aircraft that can be provided to the contractor for reference? If so, can that reference unit include documentation such as bill of materials, instructions, etc.?
No, the government will not provide other thermal curtains for reference. However, the government will not prevent a vendor from working with an outside source to find their own relevant references.
18. Will the government provide input about preferred methods, if any exist, of operations for the system?
The government does not plan to provide input on preferred methods outside of the requirements already cited.
File details come from the government source that posted it. Updated .
