1. SCOPE

This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for one Modular Office for Bldg 3101 at McGuire AFB, NJ. The work shall be completed in accordance with this appendix, the Cover Purchase Description (PD), and Air Force (AF) Drawing BMC802-02. This appendix covers all equipment, materials, and labor necessary to complete installation of the system.

2. APPLICABLE DOCUMENTS

Applicable documents shall be in accordance with Section 2 of the Cover PD.

3. REQUIREMENTS

3.1. SYSTEM DESCRIPTION

The Contractor shall provide one modular office as shown on AF Drawing BMC802-02. The modular office will function as the central receiving, staging, and processing point for small and medium sized property. The modular office shall provide an environmentally controlled area to shelter and protect Government-furnished computer workstations and bar code reading stations.

3.2. PHYSICAL AND PERFORMANCE CHARACTERISTICS

3.2.1. DIMENSIONS

The modular office shall be a minimum 12 feet long by 8 feet wide by no greater than 10 feet high. The interior clear height of the modular office shall be a minimum of 8 feet from the floor to the ceiling.

3.2.2. STRUCTURE

The modular office shall be a freestanding, pre-fabricated, pre-wired, modular structure. The walls shall consist of panels connected to posts for ease of assembly. All panel connections shall allow the wall panels to be connected to one another making the wall structure totally non-progressive to the extent that any panel can be easily removed and/or replaced without disturbing the adjacent wall panels or the ceiling support structure. All construction materials shall be non-combustible.

The modular office shall use the existing concrete slab floor of the installation site. The floor of the modular office shall be covered with a direct glue, fire retardant, minimum 20 ounce nylon roll or equivalent flooring material that complies ETL 07-

4. A sample of standard colors shall be provided with the shop drawings for selection by the Contracting Officer’s Technical Representative (COTR). No carpet tiles shall be used in the construction of the floor of the modular office.

3.2.4. BASE PLATES

The base plates shall be anodized aluminum channel or angle extrusion, steel channels, or equivalent as approved by the COTR. The base plates shall support and secure the panels specified 3.2.7. The base plates shall be anchored to the floor in accordance with 3.3.2.3 of the Cover PD. The base plates shall be pre-cut and pre-mitered for ease of assembly and leveling. Any gap between the base plate and the floor shall be sealed by caulking with a non-shrinking material.

3.2.5. BASE TRIM

The base trim shall be rubber, vinyl, or equivalent as approved by the COTR. The base trim shall be attached to both the interior and exterior base perimeter of the modular office to provide a finished appearance. The base trim shall be easily removable clip-on or screw-on type and have no exposed screws or fasteners.

3.2.6. POSTS

The posts shall be anodized aluminum extrusions alloy 6063-T5 or equivalent as approved by the COTR. The posts shall permit connection of wall panels to one another allowing for one-, two- , three-, or four-way panel junctions. The posts shall be the major structural elements and shall support loads up to 3,500 pounds each. The posts shall provide an aesthetic contrast/match to the panel facings. The posts shall act as channeled raceways for electrical and communication lines. All interior post extrusions shall be factory die-cut to provide openings for a full range of electrical and communication outlet options. All posts shall have a clear anodized finish coating for carefree maintenance.

3.2.7. PANELS (REV1)

The panels shall be modular and interchangeable with a minimum thickness of three inches. Panel construction shall consist of

FA8604-19-R-8106 Attachment 9, Rev 1 Page 4 of 15 an inner insulating core permanently laminated to an outer skin.

Panels shall be installed square and level on all four sides.

The panels shall be completely fabricated at the factory and ready for installation without additional on-site labor. Panels shall not be spliced together. The panels shall meet UL Class A fire-rating with a 0-25 flame spread.

3.2.7.1. PANEL CORE

The panels shall have an insulating polystyrene core with a minimum insulating factor of R-11. The panels shall provide at least a 30 dB(A) sound reduction for the offices.

3.2.7.2. PANEL SURFACE

The panel surface shall be a minimum of 3/8-inch thick tempered hardboard or minimum 5/8-inch thick gypsum board (type X). The panel surface shall be durable and impact resistant. The panel surface shall have a durable vinyl cover with a clear embossed sheet permanently laminated to the finish or equivalent as approved by the COTR. Interior finishes shall comply with Life Safety Code (LSC) 101, Chapter 10. A selection chart of standard interior and exterior finishes shall be provided with the shop drawings for selection by the COTR.

3.2.8. WINDOWS

Windows shall be installed in panels as shown on AF Drawing BMC802-02. Windows shall be of the picture-window type.

The window glass shall be a minimum 3/16-inch thick clear, tempered safety glass premounted in an aluminum frame.

Windows shall be a nominal 40 inches in height and extend across the full width of its supporting panel. The window sill height shall be no less than 35 inches and no greater than 42 inches from the floor.

3.2.9. PANEL CAPS

Anodized aluminum panel caps or manufacturer's standard panel caps incorporating a vertical fascia shall be installed securely on the top perimeter of the wall panels. The panel caps shall provide a neat appearance where the wall panels and roof deck come together.

The modular office shall have a total of one personnel doorway installed in accordance with AF Drawing BMC802-02. All doors shall be prehung at the factory and assembled into panels or equivalent as approved by the COTR to ensure easy installation and proper fit. Doors shall be a nominal 36 inches wide by 89 inches high and have a minimum thickness of 1-1/2 inches. The interior and exterior finish of the doors shall match the exterior finish of the wall panels or have the same finish on both sides as approved by the COTR to provide an aesthetic contrast to the wall panels. Door edges shall be protected with an anodized aluminum edge molding. Door jambs shall have a door threshold and a vinyl or felt gasket around the entire opening.

Doors shall swing in the direction indicated on AF Drawing BMC802-02. Doors shall be arranged to be opened readily from the egress side whenever the modular offices are occupied. All doors shall be equipped with a key-in-knob lockset. Locks shall not require the use of a key, a tool, or special knowledge or effort for operation from the egress side. The locksets on each modular office shall be keyed alike; but differently from the other modular office. The contractor shall provide four copies of the key. The upper half of all doors shall have a minimum 3/16-inch thick clear tempered safety glass picture-window type window. All doors shall meet UL Class A Fire Rating with a 0-25 flame spread and a minimum 30 dB(A) sound reduction for the offices.

3.2.11. ROOF DECK

The roof deck shall be pre-painted roll-formed ribbed steel interlocking panels. The roof deck panels shall have a minimum 22-gauge wall thickness. Panels shall be designed to achieve optimum structural efficiency. The roof deck shall span the full length and width of the modular office. Rubber seals shall be inserted in the roof flutes to contain heated or conditioned air.

3.2.12. CEILING

The ceiling shall be suspended from the roof deck and supported by the wall perimeter or in accordance with the manufacturer's standard installation procedures. The suspended ceiling shall consist of white enameled T-bar ceiling grid hung from wires, white vinyl-faced fiberglass or mineral fiber tiles with a random-fissured finish, and light fixtures as specified in

3.3.1. The ceiling panels shall be 2 feet wide by 4 feet long by minimum 5/8-inch thick lay-in acoustical panels or equivalent as approved by the COTR. The ceiling structure shall meet UL

Class A Fire Rating with 0-25 flame spread. A six-inch fiberglass, unfaced, batt insulation with at least an R-19 insulating factor, meeting the requirements UFC 3-600-01, Section 2-7, shall be installed above the ceiling panels. The T-bar ceiling grid shall provide support for the light fixtures and shall be supported at each corner of each light fixture.

3.2.13. FORKLIFT GUARDRAILS

The forklift guardrails shall protect the modular offices against being bumped or damaged by at least a 4,000 pound capacity forklift. Guard rails shall not to impede the means of egress from the office. The guardrails shall be located as shown on AF Drawing BMC802-02. The guardrail shall not be attached in any way to the in-checking modular offices. The guardrail shall be attached to the floor with a minimum of 7/8-inch diameter by 4-1/2-inch long anchor bolts. Supports for the guardrail shall be all steel construction and shall not be spaced more than 10 feet apart. Guardrails shall be made of steel channel iron, I-beam, or equivalent as approved by the COTR. The top of the guardrail shall be a nominal 36 inches above ground level.

3.2.14. FIRE SUPPRESSION SYSTEM

The Contractor shall design and install a wet-pipe fire suppression system in the in-checking modular office in accordance with NFPA 13 and applicable fire codes at McGuire AFB, NJ. All appendices of NFPA 13 will be considered to be a part of the main body of the standard; all "shoulds" will be considered "shalls" in this project. Sprinkler heads and piping shall be located so not to be susceptible to damage or interfere with normal operations in the in-checking modular offices. The Contractor shall install the piping above the suspended ceiling with only the sprinkler heads protruding through the ceiling panels. The contractor shall extend a minimum of one sprinkler, quick response, 155F, 5.6 k valve, into the 12’ x 8’ modular office, IAW UFC 3-600-01, and NFPA13. Installation shall be light hazard occupancy. Takeoff shall be from top of main from nearest header. Sprinkler pipe shall be 1 inch size, supported and braced IAW NFPA13. Submit layout sketch, equipment cutsheet for review and approval.

The Contractor shall perform a test on the existing system to determine flow and pressure characteristics and design a system compatible with the existing system.

The proposed sprinkler design, with supporting hydraulic calculations, shall be approved by the COTR prior to initiation of any work on the fabrication or installation of the sprinkler system. Prior to impairing the existing system for connection of the mezzanine sprinkler system, the Contractor shall notify the Base Fire Department. The existing fire suppression system shall not be inoperative for any time longer than that required to make the required connections.

The fire suppression design and hydraulic calculations shall be sealed by a qualified registered Professional Engineer or a R.M.E. (NICET Level IV) technician.

3.2.15. AIR CONDITIONER PANELS

Air conditioner (A/C) panels shall be located in accordance with AF Drawing BMC802-02. The A/C panels shall be of solid construction, but shall be modified at the site to accommodate Contractor furnished A/C units. The A/C panels shall have reinforced openings to support a minimum 150 pound A/C unit and shall be lined with aluminum trim. There shall be at least 60 inches between the floor and the bottom of the A/C opening.

There shall be a condensation drip collector which directs the flow to a centeral storage container.

3.2.16. EXIT SIGNS (REV1)

The Contractor shall provide an illuminated exit sign with battery backup meeting the requirements of LSC 101 above all exits.

3.3. ELECTRICAL CHARACTERISTICS

Electrical service shall be provided as shown on AF Drawing BMC802-02 and 3.2.1. of the Cover PD. The Government-furnished power source is located as shown on AF Drawing BMC802-02.

3.3.1. LIGHT FIXTURES

All light fixtures shall be recessed in the ceiling. The lay-in light fixtures shall be 2 feet wide by 4 feet long. Light fixtures shall be energy efficient T-8 fluorescent lighting fixtures with a 160 watt capacity and equipped with diffuser lens and lamps. The appropriate quantity of light fixtures shall be located in the ceiling such that a minimum of 50 foot candles lighting at a height of 3 feet from the floor is evenly maintained throughout the modular offices.

3.3.2. LIGHT SWITCHES

A light switch shall be provided at the doorway. Light switches shall be located on the interior wall and opposite the door hinges. Light switches shall be conveniently placed for easy

FA8604-19-R-8106 Attachment 9, Rev 1 Page 8 of 15 access. Light switches shall be located 52 inches plus or minus 2 inches in height from the floor. Light switches shall be provided with recessed cover plates. Light switches shall conform to the National Electric Code.

3.3.3. ELECTRICAL OUTLETS

Wall and power pole outlets shall be standard 110 volt AC duplex outlets. Wall outlets and power poles shall be located as shown on AF Drawing BMC802-02. Wall outlets shall be a nominal 12 inches in height from the floor. Each power pole shall be installed with a minimum of 10 feet of flex conduit available to allow easy relocation in the event equipment or operational constraints require changes to initial location. A 220 volt outlet shall be installed near the A/C panels at a height of at least sixty inches to interface with the A/C power cord.

3.3.4. COMMUNICATION SERVICE

Each modular office shall have phone outlets and communication outlets installed as shown in AF Drawing BMC802-02. Each wall mounted phone outlet shall be connected with one 4-pair, CAT 6 plenum, 24-gauge cable. Each communication outlet shall be connected with 4-pair, CAT 6 plenum, 24-gauge cable to support phone instruments and computer terminals. All work shall be done in accordance with AFM 88-15. Contractor shall obtain final approval for final connection to existing base communication system from the COTR.

3.3.5. AIR CONDITIONING (A/C) UNITS

The contractor shall provide a self-contained, thermostatically adjustable Air conditioning (A/C) unit for the In-Checking Modular Office. The A/C unit shall comply with UFC 3-600-01, Section 2-11. The unit shall be sufficiently sized so as to provide a comfortable working environment for the personnel assigned to the office areas. The unit shall be capable of maintaining a minimum 30 degree Fahrenheit difference between the outside and inside temperatures. A/C ducts shall be properly sized and located to minimize drafts on office personnel. Controls for the unit shall be mounted in an easily accessible location. The thermostat shall have a clear locked cover so that only authorized personnel can adjust the temperature setting. The contractor shall provide a means to properly handle the condensate removed during the conditioning process. The condensate shall not cause damage to property or

FA8604-19-R-8106 Attachment 9, Rev 1 Page 9 of 15 pose a health hazard to warehouse personnel. The air conditioning unit shall be UL approved and energy star rated.

4. QUALITY ASSURANCE PROVISIONS

4.1. INSPECTIONS

The system shall be inspected to verify that it meets all the requirements of sections 1, 2, and 3 of this appendix and the Cover PD. These inspections shall be completed as part of the system checkout test and again as a part of the quality conformance test.

4.2. TEST

The following test shall be performed on the system as part of the system checkout test and again as a part of the quality conformance test.
