COMBINED SYNOPSIS/SOLICITATION DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The Air Force will not issue a written solicitation. This Synopsis/Solicitation constitutes the only request for quotes for this requirement. This solicitation utilizes FAR Part 13 procedures. The Government reserves the right to award without discussions.
The solicitation document, FA8604-19-Q-5030, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-99 (See Attachment 1). The associated NAICS code is 519130 and small business size standard is 1000.
REQUIREMENT DESCRIPTION: This requirement is an online subscription for electronic access to an interactive engineering eBooks database that delivers answers to technical questions by providing best practice insights, validated equations, materials and substance data, utilizing a unified platform for the Air Force Technical Applications Center.
The subscription:
1. Must be able to provide under CLIN 0001, an information solution that delivers answers to technical questions by providing best practice insights, validated equations, and materials and substance data utilizing a unified platform for the Air Force Technical Applications Center and have the following minimum characteristics:
i. Must have the ability to provide geographical and chemical references through a searchable database. Search interface must include primary categories and ability to perform keyword and other specialized topical queries.
ii. The database must be a part of a larger scholarly portfolio that supports the database and can be searched in conjunction with the geographical and chemical databases.
iii. Must cover a broad range of engineering disciplines.
iv. Must include full eBooks and individual chapters dating back several decades.
v. Must have the ability to extract data from within eBook documents and manipulate it via tools contained within the interface, allowing users to generate graphs, charts, and other outputs.
vi. Must be able to download HTML or PDF versions of book chapters and other available documents (PDF is preferred).
vii. Must enable users to create user accounts to establish alerts and save searches.
viii. Must provide access to multiple users via IP address (multi-user, multi-campus subscription).
ix. Must include English translations of non-English language content.
2. Must be able to provide under CLIN 1001 - 4001 An information solution that delivers answers to technical questions by providing best practice insights, validated equations, materials and substance data utilizing a unified platform for the Air Force Technical Applications Center (Option(s) 1-4):

There is further information for each CLIN below. Electronic access to the subscription shall provide for twelve (12) months with four (4) 12-month option periods from 15 MAY 2019 to 14 MAY 2024. The Air Force anticipates a Firm Fixed Price (FFP) purchase order.
QUOTE REQUIREMENTS: The offeror shall provide the following within their quote to be considered responsive:
1. This is not a brand name requirement as offerors are encouraged to offer products other than those specifically referenced by brand name. The quote shall include a description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature or other documents if necessary.
2. The Government will evaluate the quotes for CLINs 0001 - 4001 separately, and reserves the right to award, or not award, each individual CLIN. The Government reserves the right to select all, part, or none of the separately priced efforts contained in each contractor's quote in response to this solicitation. The Government reserves the right to award each effort separately to multiple contractors. If a contractor is only able to provide a portion of the supply, this should not preclude them from submitting a quote.
3. The contractor may propose additional products to the one requested, if it they feel it provides additional value to the United States Government. If additional products are proposed, the vendor should ensure it is severable from the base requirement of the USG, where possible.
4. If an offeror requires an end user license agreement, this shall be included in the quote.
5. The quote should include the past performance information found in Attachment 3. This shall include at least one previous example of a previous job of the similar size. Please, include a POC for the customer, and sufficient detail to display the parameters of the similar pervious performance.
6. The CO is also requesting electronic access to the offered products for three (3) days. Please include instructions to obtain this access. The access provided is strictly for evaluation purposes only. The Government shall not receive a benefit from the three day access. This will be used if the selection cannot be made based on the vendors quote alone. It may also be used to verify the content in the quote.
EVALUATION DESCRIPTION: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Technical Capability: Technical capability will be evaluated by the vendor’s ability to meet the minimum requirements listed throughout this solicitation. Any additional technical capability provided will be used to determine best value.
2. Price: Price will be evaluated by comparing pricing for product.
3. Past Performance: Past performance will be evaluated IAW FAR 13.106-2(b)(3) The relative importance assigned to each evaluation factor is not provided, in accordance with FAR 13.106-1(a)(2). Comparative evaluations of offers will be conducted to determine which product is most advantageous to the Government, price and other factors considered.

Additional Terms that apply to this acquisition:
1. Advanced payments are authorized with invoice.
2. Anticipated Award Date is: 15 May 2019
3. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
