DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FAR Part 13 procedures are being utilized. The Government reserves the right to award without discussion.

• The solicitation document, FA8604-17-Q-5035, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular

(FAC) 2005-89:

• The associated NAICS code is 519130; small business size standard is: 500.

• This requirement is for the following commercial supply:

Requirement Description

The members of the Air Force Research Laboratory (AFRL) Library Council require an electronic resources management supplier to provide access and management services for subscribed electronic books [eBooks], electronic journals [eJournals], and databases.

The supplier’s product must enable librarians to easily manage electronic resource subscriptions (allowing activation and management of large eBook and eJournal collections, facilitating proxy linking for customer access, and providing an administrator interface for budgeting, management, and the generation of usage reports). The subscription must allow library customers to easily locate and access databases, eBooks, and eJournals in the library’s collection from a dedicated internet portal.

A Firm Fixed Price (FFP) purchase order is anticipated. The subscription shall be provided for the period of 01 January 2017 – 31 December 2021.

Product Characteristics

- Provides a public-facing web-based search interface that includes the ability to perform keyword and other specialized topical queries for effective searches.

- Links directly, via proxy authentication, to eBook and eJournal titles (as well as electronic versions conference proceedings, standards, technical reports, etc.) from a user’s search results.

- Ability to manage electronic resource subscriptions via a web-based interface, with functions to activate specific content and track expenditures.

- Enables library staff to upload, generate, and download usage reports.

- Provides access for all of the following AFRL and AFRL-affiliated organizations:

• The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. If there is any conflict between 52.212-1 and this combined synopsis/solicitation, the combined synopsis/solicitation shall take precedence.

The quote shall include a description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature or other documents if necessary.

If an offeror requires an end use license agreement, this shall be included in the quote.

The CO is also requesting electronic access to the offered products for three (3) days.

Please include instructions to obtain this access. The access provided is strictly for evaluation purposes only. The Government shall not receive a benefit from the three day access. This will be used if the selection cannot be made based on the vendors quote alone. It may also be used to verify the content in the quote.

• The provision at 52.212-2, Evaluation--Commercial Items, does NOT apply to this effort.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Price

The relative importance assigned to each evaluation factor is not provided, in accordance with FAR 13.106-1(a)(2). Comparative evaluations of offers will be conducted to determine which product is most advantageous to the Government, price and other factors considered.

If offeror has completed the annual representations and certificates electronically via https://www.acquisition.gov, offeror shall complete and submit only paragraphs 52.212- 3(b), Offeror Representations and Certifications--Commercial Items, (below) with the offer.

(b)(1) Annual Representations and Certifications. Any changes provided by the offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications posted on the SAMwebsite.

(b)(2) The offeror has completed the annual representations and certifications electronically via the SAM website accessed through https://www.acquisition.gov. After reviewing the SAM database information, the offeror verifies by submission of this offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications—Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs ____________. [Offeror to identify the applicable paragraphs at (c) through (p) of this provision that the offeror has completed for the purposes of this solicitation only, if any. These amended representation(s) and/or certification(s) are also incorporated in this offer and are current, accurate, and complete as of the date of this offer. Any changes provided by the offeror are applicable to this solicitation only, and do not result in an update to the representations and certifications posted electronically on SAM.]

If an Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision (Attachment # 1).
