About this file

This document contains questions and answers regarding solicitation number FA860123Q0105 for a UV-Vis spectrometer. The federal agency seeking the product is the Department of the Air Force Materiel Command Lifecycle Management Center located at Wright Patterson Air Force Base. The spectrometer must be able to perform naphthalene content testing per ASTM method D1840 and meet all accuracy specifications contained in that method, such as a wavelength accuracy of +/- 0.1 nm. Vendors questioned whether instruments with less stringent specs could be used, but the agency confirmed all ASTM requirements must be strictly met.

QUESTIONS AND ANSWERS

QUESITON 1: Do you have a published protocol for the naphthalene quantification you would be performing that we could look at to help figure out if our devices are compatible with your work?

• ANSWER:

We would need the instrument to be able to perform Naphthalene content per testing method ASTM D1840. This is for more quality assurance testing versus research and development testing.

QUESTION 2: The vendor has requested information regarding the type of tests that need to be run using the equipment so that they can further streamline the type and specifications of the product required. Could you please request the end user to shed some light on this matter so it can be ensured right instrument is provided?

• ANSWER:

We would need the instrument to be able to perform Naphthalene content per testing method ASTM D1840. This is for more quality assurance testing versus research and development testing.

• ANSWER:

We would need the instrument to be able to perform Naphthalene content per testing method ASTM D1840. This is for more quality assurance testing versus research and development testing.

• ANSWER:

This instrument would be used to perform the ASTM D1840 method which is the “Standard Test Method for Napthalene Hydrocarbons in Aviation Turbine Fuels by Ultraviolet Spectrophotometry”. As the method states, we will be using this instrument for the testing of Aviation Turbine Fuels.

QUESTION 3: We are working hard on getting a quote for your requirement for a Uv-Vis Spectrometer from the vendor ---. We have received their response, but they have several concerns such as their system is very near the required accuracy for ASTM D1840, but not 100% in agreement.

To ensure this system is sufficient for the request, they would absolutely need to have a conversation with the end user to ensure sufficient compliance of the specifications.

According to them --- has extremely tight specifications for wavelength and photometric accuracy, nearing those called out in section 7.1. While not fully meeting called out specifications of ASTM D1840, “note 7” within this standard allows for utilization of instruments that fall outside this specification (given benchtop spectrophotometers commercially available in the US generally do not meet this tight of specification i.e., 0.1nm wavelength accuracy). Should the implementation of the instrument and execution of the methodology meet precision and repeatability requirements as described in section 14.1 and 14.1.1, “note 7” can be referred to for decision making for in-house implementation. Implementation of an instrument that falls outside of these specifications must consider chain of custody and reporting requirements for this regulation as the --- will have excellent performance for this methodology but does not align ‘apples to apples’ with the specified performance requirements.

• ·ANSWER:

Our laboratory and instruments must meet ASTM requirements 100%. This is not something that can be waivered and is clear in the SOW.

QUESTION 4: I have only limited access to that specific ASTM protocol so I would need your further confirmation. The instrumentation specification requirements are more strict than in our instruments that we supply.

These are our specifications:

-We have a wavelength range from 190-840 nm and absorbance range of 0.015-750, which would include the naphthalene absorption range.

-Our wavelength accuracy is 0.5 nm and wavelength precision is 0.14 nm.

-Our absorbance precision is 0.015 AU and absorbance accuracy is 1.5% at 0.75 AU at 260 nm.

We would need you to take this information to decide if these specifications are strict enough for your testing.

• ·ANSWER:

The end user reviewed your provided specs and had concerns with the following based on what you provided:

-Our wavelength accuracy is 0.5 nm and wavelength precision is 0.14 nm.

ASTM D1840 requires +/- 0.1 nm wavelength accuracy and +/- 0.1 nm wavelength precision I’m sure that 0.5 nm and 0.14 nm are probably just fine for an accurate test, but the method states 0.1 nm.

-Our absorbance precision is 0.015 AU and absorbance accuracy is 1.5% at 0.75 AU at 260 nm.

D1840 requires an absorbance (photometric) accuracy of +/- 0.5% between 0.2 and 0.8 AU in the 240 to 300 nm range
