Statement of Work Electron Beam Evaporator
15 October 2019
Air Force Institute of Technology (AFIT) located at Wright Patterson AFB (WPAFB) has a requirement for the replacement of the Electron Beam evaporator located within the cleanroom at
AFIT.
GENERAL
This system shall meet the following minimum requirements:
1) General System Requirements:
a. Shall run on 230VAC, 60Hz three phase (or single phase) or less
b. Weight of the system shall be such that no support is producing a concentrated load (at any one point) of more than 1000 lbs.
c. Overall dimensions shall not exceed 84” (7’) tall, 84” (7’) wide and 36” (3’) deep (for the basic frame – attachments, arms, etc. may be permissible in front of the machine but will need to be verified via drawing prior to acceptance).
d. Load lock shall be provided for loading of samples while maintaining main chamber vacuum.
e. Minimum of 5 sources (i.e. crucibles) for evaporative metals shall be available (with shutter for source isolation). System shall be capable of evaporating (but not limited to): Aluminum, silver, gold, titanium, chrome, silicon, and nickel.
f. Shall be able to hold samples as large as 5” diameter, with interchangeable chuck to accommodate small samples as well.
g. Sample rotation up to 15 rpm.
h. Shall include deposition rate sensor, and adequate programming to control both deposition time (to the nearest second), and controllable beam power (minimum of 5 kW).
i. Shall deposit materials uniformly (given deposition thicknesses in angstroms), at a reasonable deposition rate and result in films with are of controllable stress and low resistivity.
2) Computer requirements:
a. Any features which would require internet access (e.g. remote servicing) shall be accomplished via wireless networking capability, however system shall be capable of operation without internet availability.
3) Serviceability:
a. Onsite startup shall be provided to ensure system operability and provide training.
b. Performance issues shall be acknowledged within 2 business days of being notified, resolution of issues shall be available on-site (if required) and in a reasonable period of time while the system is under warrantee.
c. Spare parts shall be made available by contractor (or available in a reasonable period of time) throughout the warrantee.
The materials and component parts shall be of high commercial quality, with safety standards of CSA, UL, and/or CE. As for the environmental standards, it shall comply with RoHS and/or WEEE.
Workmanship shall be consistent with best commercial practices.
DESIGN APPROVAL
Contractor shall supply electronic drawing/specification package of general system design and a detailed list of items and functions for the customer to review.
TESTING REQUIREMENTS
Contractor shall perform their Manufacturer’s Acceptance Test before delivery. The contractor shall provide operations and software installation, along with startup training prior to acceptance of system. Contractor shall provide the necessary documentation for use of the product.
SAFETY
Safety systems shall be included to prevent damage to equipment and personnel. Safety system shall protect equipment in the event of power loss, and reversed battery connection. Warning labels on the equipment and documentation shall be included.
PERIOD OF PERFORMANCE
The Contractor shall deliver the complete system no later than 40 weeks after receipt of contract award. Contractor shall provide Onsite installation and training, either online or in person, as well as provide technical support through online resources and/or telephone support as needed.
WARRANTY
Free from defects in material and workmanship, under normal and proper use in accordance with our instructions in the maintenance manual, for the period of time of two years after receipt.
INVOICE AND PAYMENT
The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective. The invoice shall be submitted to:
Contractor shall submit invoice in Wide Area Work Flow (WAWF) as shown in this order schedule.
DELIVERY
The contractor shall properly ship the system to the Air Force Institute of Technology at WPAFB, OH. The system will ship to:

All shipping costs to include insurance will be included in contractor’s proposal. Great care using standard, approved packaging methods shall be taken.
DELIVERY PROCEDURES COMMERCIAL VEHICLES
All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.
Vehicles to be inspected include, but are not limited to, the following:
1. Step van/panel truck
2. Tractor/trailer, box and flatbed containing cargo
3. Tanker trucks
4. Box trucks
5. Tour buses
6. Garbage/recycled waste trucks
7. Concrete trucks/mixers, dump trucks
8. Cranes, recreational vehicles, petroleum tanker
This inspection will be conducted at Gate 16A located off State Route 444.
The following are exemptions to vehicles utilizing the CVDG:
1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list shall be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
2. If a delivery vehicle shall exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.
3. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
