PERFORMANCE WORK STATEMENT (PWS)

For

APC Cooling Units

SIMULATION AND ANALYSIS FACILITY (SIMAF)

18 June 2019

Objective: The objective of this task order is to provide complete annual service for SIMAF cooling units.

The Contractor shall assist the government with support necessary for ensuring the continuing operational readiness of simulation facilities including but not limited to:

i. Complete annual cooling service

ii. Semi-Annual Preventative Maintenance 5x8 for InfraStruXure InRow RC

a. Semi-Annual Preventive Maintenance Visits for 60 InRow Cooling Units

1. Description of Task

1.1. The period of performance for this PWS shall be 12 months following contract award, during which the contractor shall provide service for the SIMAF cooling units in accordance with the an-nual service agreement. Two option years are also included in this acquisition.

1.2. Place of Performance:

Wright Patterson Air Force Base - SIMAF 2303 8th BLDG 802 Wright-Patterson, OH 45433-5309

2. General Management of the Task

2.1. Management Tasks encompass the general oversight of contractor activity in the inspection, ser-vice, and maintenance of equipment included within the service agreement.

3. Task: Semi Annual Preventive Maintenance Inspection Tasks: The Contractor shall, as required, per-form or procure service and maintenance labor on cooling systems within the SIMAF.

3.1. Maintenance Tasks:

3.1.1. Schneider Electric service will replace Drive belts if applicable.

3.1.2. Schneider Electric service will replace humidifier steam cylinder if applicable.

3.1.3. Schneider Electric service will clean dust and debris from unit.

3.2. Check System Operating Conditions:

3.2.1. Schneider Electric service will check electrical connections.

3.2.2. Schneider Electric service will verify set points for Outdoor Heat Exchanger and or Pump package if applicable.

3.2.3. Schneider Electric service will verify controller configuration and control set-points.

3.2.4. Schneider Electric service will verify operation of water regulation valves if applicable.

3.2.5. Schneider Electric service will check refrigeration pressures/temperatures/settings if applica-ble.

3.2.6. Schneider Electric service will check Glycol concentrations if applicable.

3.2.7. Schneider Electric service will check operation of group control.

3.2.8. Schneider Electric service will confirm cleanliness of evaporator and condenser.

3.3. Provide Basic Operator Refresh Training:

3.3.1. User refresh training.

4. Safety Requirements. As applicable to tasks associated with the Core Support Function, the Contrac-tor shall provide:

4.1. Contractor Compliance. The Contractor shall comply with Occupational Safety and Health Act (OSHA) (Public Law 91-596) and OSHA Standard 29 CFR 1910, 1926, for the protection of their employees. To ensure the protection of Air Force personnel, assets and interests, the Contractor is responsible for compliance with all federal, state and local laws, codes, ordinances, regulations, the Occupational, Safety and Health Act (Public Law 91-596) and the resulting Occupational Safety and Health Administration (OSHA) Standards 29 CFR 1910 and 1926, all Air Force Occu-pational Safety and Health (AFOSH) Standards, and all applicable local guidance. The Contractor shall establish and maintain a safety and health program detailed in a written Contractor’s Safety and Health Plan.

4.2. Mishap Notification. The Contractor shall telephonically notify the Safety office within four (4) hours of all mishaps or incidents to DOD property entrusted by this contract, or DOD property damages or employee injuries as a result of the contract operation. For reporting such mishaps or incidents to the DOD, the Contractor shall follow the XZ Mishap Notification Procedures. Follow all other reporting requirements as identified on the DD1423, CDRL for Accident/Incident Report (Mishap Notification & Reporting). (A032)

4.3. Mishap Investigation. If requested by the Government Procuring Contracting Officer (PCO) or Administrative Contracting Officer (ACO), the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenances and training records until released by the investigating safety office. If the government investigates the mishap, the Contractor and the subcontractors shall cooperate fully and assist the government personnel until the investigation is completed.

4.4. Environmental, Safety, and Occupational Health (ESOH). The Contractor is responsible for compliance with the Occupational, Safety and Health Act (OSHA) (Public Law 91-596) and the resulting standards, OSHA Standard 29 CFR 1910 and 29 CFR 1926, as applicable and the pro-tection of their employees. It is the Contractor’s responsibility to make certain that all safety re-quirements are met. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees.

4.5. Contract Safety Manager. As part of the Contractor Safety Program, the Contractor shall assign in their plan, by name and phone number, a person who will be the primary point of contact for safety and health issues for the on-site operation. The Contractor will keep the contract safety manager information current by notifying the contracting officer of any change in personnel or contact information.

5. Deliverables: As required to maintain continuous operation of SIMAF cooling units.

6. Contract Surveillance: Government contract quality assurance shall be performed as may be neces-sary to determine supplies and services conform to contract and PWS requirements. The frequency of surveillance will include periodic and upon customer complaint. In the event the customer (AFLCMC/XZS) discovers unacceptable performance, a customer complaint form will be prepared identifying the discrepancy. Upon determination of contractual validity, the complaint will be forwarded to the contractor for corrective action. The Contracting Officer Representative (COR) will evaluate the proposed corrective action and forward to the Contracting Officer for final disposition. The dispositioned Corrective Action Report (CAR) will be provided to the contractor for their records.

7. Options: Provide the specified plans IAW the specifications of this document.

7.1. Base Year (2019):
