Statement of Work 19 June 2018

1. Contract Position: Kitty Hawk Chapel Protestant Music Director

2. Scope of Responsibilities:

2.1. The Kitty Hawk Chapel Protestant Music Director shall provide all musical services related to the Protestant Community Service Worship team.

2.2. The Contractor shall coordinate with the Kitty Hawk Chapel Protestant Service Chaplain or Parish Ministries Branch Chief for specific duty performance items as described below.

3. Qualifications: The Music Director shall:

3.1. Be proficient at individual singing, playing individual musical instrument (guitar/piano/keyboard), and leading congregational singing in a contemporary musical style, accompanied by other musicians.

3.2. Pass a background investigation at a minimum involving the following agencies for working with youth under 18; State Criminal History Repository Check, Fingerprint check and Installation Record Check. Installation Records Check includes Security Police, Drug & Alcohol Program, Family Housing, Medical Treatment Facility for Family Advocacy Program, Service Central Registry records and Mental Health records.

3.3. Have a minimum two (2) years experience as a Church musician and/or worship team director.

3.4. Possess the ability to maintain professional standards of conduct and public decorum and be attired and groomed in a manner that reflects professional status of the chapel worship environment.

3.5. Possess the ability to constructively work with chapel staff, parish volunteers, customers, and other chapel musicians.

3.6. Possess a broad knowledge of traditional church music (choral calls to worship, hymns, anthems), and contemporary worship music.

3.7. Have an education equivalent to the completion of Associates of Arts degree in any field of study or at least two (2) years experience as a choir director. This may be waived if able to demonstrate acceptable knowledge of Contemporary Worship Music.

3.8. Furnish a resume including related experience along with two letters of recommendation written by a personal pastor or musical peers (no relatives).

4. Evaluation Factors:

4.1. The potential Contractor shall possess a detailed knowledge of contemporary music and appropriate ability to perform services such as reading music and provide a demonstration of abilities in both vocal and applicable musical instrument. Additionally, the contractor shall provide a written statement demonstrating an understanding of Protestant Christian theology and a willingness to work in a pluralistic environment under the direction of the Service Chaplain.

5. Duties and Responsibilities. The Protestant Community Service Praise and Worship Leader, hereinafter referred to as the “Contractor”, is responsible for working with the Protestant Community Worship Service Chaplain to provide musical support for the Protestant Community Worship Service.

5.1. The Contractor shall lead worship and special singing during each worship service at the

Kitty Hawk Chapel Protestant Community Worship Service.

5.2. The Contractor may also be called up to lead opening and closing hymns for congregational singing.

5.3. The Contractor shall conduct all designated worship team rehearsals along with the service’s musical accompanist(s). These rehearsals shall be conducted once weekly, unless prior coordination to cancel rehearsal has been approved by the Service Chaplain.

5.4. The Contractor shall actively recruit volunteer musicians to ensure a robust music program is offered at the Protestant Community Worship Service.

5.5. The Contractor may be called upon during special services such as combined worship services, funerals, memorial services, specific religious observances, cantatas, and other special programs, upon request by the chaplain of the Protestant Community Service or Branch Chief.

5.6. The Contractor shall maintain and organize all music and musical equipment for the

Kitty Hawk Protestant Community Worship Service.

5.7. The Contractor shall ensure that newly acquired music and equipment are properly identified and that music is catalogued and filed with Christian Contemporary Licensing Incorporated (CCLI) where applicable.

5.8. The Contractor shall be available to attend worship clinics and professional conferences in both music and sound. The Contractor may submit developmental conference options to the supervising Service Chaplain or Branch Chief. Travel may be required.

5.9. The Contactor shall maintain a good rapport with the Quality Assurance Evaluator

(QAE), musicians, choir director, congregants and choir members.

5.10. The Contractor shall, in coordination with the Service Chaplain, continually review time honored worship music as well as new music releases for suitability of text to the Christian faith and the church season, and for the performance level of the Kitty Hawk Protestant Community Worship Team and Service Choir.

5.11. The Contractor shall meet with the Kitty Hawk Protestant Community Worship Service chaplain regularly on a weekly or bi-weekly basis to discuss upcoming music selections.

5.12. The Contractor shall, with coordination with the designated facility POC from the Chapel Staff, ensure that chapel equipment used outside of the chapel facility is signed out on an AF Form 1297, Temporary Issue Receipt, and proper resource protection measures are taken for the duration the equipment is outside of the chapel.

5.13. The Contractor shall comply with all chapel operating instructions (OIs), specifically those regarding facility usage, resource protections, fire preventions and funds utilization. Submits facility request form to arrange for use of facilities for all meetings, rehearsals and programs for the year.

6. Quality Assurance: The Contracting Officer Representative (COR) for this contract is the

Chaplain in charge of the Protestant Community Service. The contractor shall consult with the COR weekly to ensure that all services are conducted in a manner acceptable to the Chaplain in charge of the service.

7. Equipment and Supplies: All workspace necessary to accomplish duties shall be provided.

Organ and/or piano as well as any unique Chapel specific items that shall assist the Contractor shall be provided by the Wright-Patterson Chaplain Corps.

7.1. The Chaplain Corps shall annually fund developmental worship conference for

Contractor, if funds are available.

8. Security and Safety:

8.1. The Contractor shall comply with all Air Force computer and information security requirements, if applicable.

8.2. The Contractor shall ensure that all keys, if any, issued by chapel staff are not lost or misplaced, and not used by unauthorized persons. These keys are property of the US Government. The Contractor shall not duplicate any US government key. The Contractor, upon termination, shall return keys to the Facility Manager.

8.3. The Contractor shall ensure that all facilities are properly secured at the conclusion of all rehearsals, performances, and/ or services when a Chaplain or Chaplain Assistant is not present.

8.4. The Contractor shall observe all safety and security requirements at the facility this is being used and make all reasonable efforts to protect US government property from damage.

9. Working Hours and Extended Period of Absence:

9.1. The Contractor shall arrive at least 60 minutes prior to the start time of the Kitty Hawk

Protestant Community Worship service.

9.2. The Contractor shall conduct weekly rehearsals (evenings TBD) at the Kitty Hawk

Chapel.

9.3. The contractor shall provide a substitute to perform services in their absence. This substitute shall be of equal or greater capability than contractor and approved by the Service Chaplain at least 14 days prior to the known absence. Substitutes may not be on a long-term, recurring basis, but only for required short-term absences of a personal nature. The Contractor shall develop a documented method of reimbursement for any substitutes.

10. Location: Rehearsal and weekly performances shall primarily be held at the Kitty Hawk

Chapel, 2267 Birch Street, Wright-Patterson AFB, OH 45433 or alternate locations during renovations.
