Minimum Requirements for Selective Laser Melting R&D System for Additively Manufactured Metals Material
Research
This Selective Laser Melting (SLM) R&D system for additively manufactured metals material research will be used to develop advanced scan strategies and materials processing parameters for advanced metal material powder systems. The minimum requirements are structured to provide such a system.
System requirements
a. Minimum requirement of 200 W continuous wave (CW) air cooled laser, single mode (SM) fiber laser
b. Optical system with collimation galvometer scanning unit with a F-Theta lens with a focused spot size of 50 um +/- 5 um
c. Ability to process additively manufacture components using reactive and non-reactive metal powers in accordance with NFPA and ATEX guidelines.
d. Machine must fit within an operational volume of 2000m x 2000mm x 2000 mm (WxHxD)
• This includes allowance for clearances for access panels, maintenance, etc.
e. Minimum Build Envelope of 100mm x 100mm x 100 mm (WxHxD)
f. A powder deposition unit suitable for depositing metallic powder in powder fractions of 15-40 um
g. Movable manipulation station with glove ports and locking mechanism for gas-tight docking at the basic machine for the sealed removal and installation of the build plate and powder.
h. Build Plate Clamping System for easy exchange of build plate without the use of fasteners
g. Coater Blade System that accommodates the following blades: Steel, Rubber and/or Plastic
h. Support for Argon gas supplied via cryogenic dewars
i. Liquid Fillable Filter Cartridge System to circulate and clear inert gas during operation.
• Multiple Filter Units and Filter cartridges are to be provided.
j. Secure exchange of the cartridge system will occur with sealable tri-clamp fittings
k. Multiple Powder Exchange Containers for Integration to Concept Laser Powder Sieve Stations using 40 mm Tri-Clamp Fittings with 50 mm flanges
l. Electrical connection: 1x 230VAC 3P+PE, Maximum of 16A
m. Integrated ESD connections for proper bonding and grounding of the equipment and the user
n. Software for processing and preparing of parts using user specific global process parameters.
• Thorough documentation should be provided at the time of solicitation that details exactly how this is accomplished with the vendor’s system.
o. Software enabled high level control of the laser scan system by the user. This includes the ability to drive the laser using user provided scan paths and strategies for research based processing using documented open source scan files and formats known as CLI. These CLI files must allow for the definition of the laser contour, hatch, and point paths using text and/or binary based files.
p. Materialise Magics Build Preparation Software
q. Titanium Alloy) processing parameter set (High Quality and High Speed Settings)

Installation Requirements
a. Vendor requirement as part of the award: Installation of the R&D system at AFIT within 1 week of the delivery of the system
b. Provide On-Site training on Basic and Advanced system operation at AFIT for 2-4 operators within 1 week of the delivery of the system
Delivery
a. Shipment of the SLM R&D system for material research directly to AFIT (FOB Destination) no later than 12 weeks after receipt of order.
Warranty Requirements
a. A minimum of 12 months after acceptance of the deliverables

1. INSPECTION AND ACCEPTANCE:
AFIT IS DESIGNATED AS THE OFFICE RESPONSIBLE FOR INSPECTION AND FINAL ACCEPTANCE OF THE SUPPLIES OR SERVICES PROVIDED IN THIS ORDER. A RECEIVING REPORT SHALL BE ACCOMPLISHED IMMEDIATELY UPON RECEIPT AND ACCEPTANCE OF SUPPLIES. ACCEPTANCE OF SERVICES WILL TAKE
PLACE AT THE TIME OF INVOICE CERTIFICATION.

2. INVOICE AND PAYMENT:
THE CONTRACTOR SHALL BE PAID UPON SUBMISSION OF A PROPERLY PREPARED INVOICE AND
AFTER FINAL INSPECTION AND ACCEPTANCE HAS BEEN MADE. A PROPER INVOICE SHALL CITE THE
CONTRACTOR’S NAME AND ADDRESS, INVOICE NUMBER, INVOICE DATE, ORDER NUMBER,
CONTRACT LINE ITEM NUMBER (CLIN), DESCRIPTION OF THE SUPPLIES OR SERVICE, UNIT OF ISSUE, UNIT PRICE AND EXTENDED PRICE, TERMS OF ANY PROMPT PAYMENT DISCOUNT OFFERED, AND
WHO TO NOTIFY IN THE EVENT THE INVOICE IS DEFECTIVE. THE INVOICE SHALL BE SUBMITTED TO:

ORDER SCHEDULE.

THE ORGANIZATION CITED ON PAGE 1 OF THIS ORDER (DD1155 BLOCK 14 OR SF1449 BLOCK 15) IS
REQUIRED/RESPONSIBLE FOR CONTACTING:

UPON RECEIPT OF THE ITEMS LISTED ON THIS PURCHASE/DELIVERY ORDER. MR BURR WILL THEN
PROCESS THE RECEIVING REPORT.
3. Delivery Procedures Commercial Vehicles (FEB 2016) All vehicles larger than a large pick-up truck are required to be inspected by the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:
1. Step van/panel truck
2. Tractor/trailer, box and flat bed containing cargo
3. Tanker trucks
4. Box trucks
5. Tour buses
6. Garbage/recycled waste trucks
7. Concrete trucks/mixers, dump trucks
8. Cranes, recreational vehicles, petroleum tanker
This inspection will be conducted at Gate 16A located off State Route 444.
The following are exemptions to vehicles utilizing the CVDG:
1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.
Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
