Project 090235 Repair Storm Drains RFI Sets 3 thru 6 7/3/2018

1) What are the hours of operation for the Inspection Gate (including weekends)?

Answer: The Commercial Inspection Gate, Gate 16A, is open 6:00 a.m. to 6:00 p.m. Commercial Vehicle Inspections are conducted 6:00 a.m. to 6:00 p.m. Monday through Fridays and 6:00 a.m. to 2:00 p.m. on Saturdays. A list of all WPAFB Gate Hours of Operation is below.

GATE HOURS OF OPERATION

Gate 1A: 6 a.m. - 10 p.m.

Gate 12A: Open 24 hours Gate 16A: 6 a.m. - 6 p.m. (Commercial Vehicle Inspections conducted 6 a.m. - 6 p.m. Mon. - Fri and 6 a.m. - 2 p.m. on Saturdays) Gate 1B: 6 a.m. - 6 p.m., Mon. - Fri.

Gate 19B: Open 24 hours Gate 22B: 6 a.m. - 6 p.m. Mon - Fri.

2) Will this be bid as a Priority I and Priority II and Summation of both Or Simply Priority I and Priority II numbers?

Answer: Bids shall be made by giving a lump sum price for Priority I pipes, a lump sum price for Priority II pipes, and a total of the two, as indicated on the project Bid Schedule, Attachment 4 to the Solicitation.

3) Will steam curing be an option for curing the resin in these pipes?

Answer: Either water and steam allowed. However, waste water must be captured and discharged into the sanitary sewer. Steam has to be captured and convey to the nearest sanitary sewer. UV is allowed as well.

4) What is the latest measure or standard for dumping offsite? Are there any EPA requirements to account for?

Answer: All construction debris to be dumped off site daily. Only areas identified contaminated shall be coordinated with the owner.

5) Updated Plan holder’s List when able please.

Answer: A continually updated list of interested bidders can be found on www.fbo.gov under the “Interested Vendors” tab linked to the solicitation posting. However, the current list as of 22 June 2018 of interested vendors is as follows:

6) Are there any training requirements for personnel working on base?

Answer: Yes. There are training requirements the Awardee contractor’s personnel will have to take to work on base. They are all web-based. The training requirements are summarized as follows:

a) Wide Area Workflow (WAWF) training in accordance with (IAW) DFARS 252.232-7006(d), found in §G of the Solicitation on page 7 of 56. WAWF is used to submit payment invoices to the Government for work completed.

· The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/

b) Level I Anti-Terrorism Training IAW the clause in §I of the Solicitation on page 30 of 56.

· This training is strongly encouraged for all contractors and their employees working on base. The Department of Defense (DoD) Standard 22 mandates that the Air Force OFFER Level I AT Awareness Training to all contractors and their employees, under the terms and conditions specified in a contract. Awardees and their employees will be strongly encouraged to complete the computer based AT Awareness Training found at http://jko.jten.mil/courses/atl1/launch.html.

c) Environmental Management System (EMS) Training IAW the clause in §I of the Solicitation on page 34 of 56.

Initial EMS awareness-level training is required for all personnel working on base at WPAFB. The EMS Awareness-level training shall be accomplished within thirty days of contract award. New contract employees shall be trained within thirty days of starting work on the base. The EMS Awareness-level training is available via the 88 ABW/CEVY website (https://wrigem.wpafb.af.mil/viewchild.cfm?id=228 ), which provides materials that meet the training requirement. Upon completion of the training, the contractor shall provide the AF program manager (PM) a list of the contractor employees' names and the date the training was completed. 7) Spec Section 33 01 30.73.2.1 States that curing shall be accomplished using hot water. Since this is storm drain and potentially environmentally sensitive, can the ASTM F1216 air/steam process be used? This method produces identical results to the hot water method, but creates a minimal amount of condensate that can be pumped to buckets and removed from the site. Otherwise, can the cure water be released to the storm drain system after the process or is there a nearby sewer where process water must be pumped?

a. Pump the byproduct to the nearest sanitary sewer line.

8) Spec Section 33 01 30.73.2.4 States minimum thicknesses for various diameter pipes. These thicknesses far exceed those required under the design parameters outlined elsewhere in the spec. Will a construction tolerance for resin migration be accepted? The industry standard is 10%± from your minimum required as long as the liner still meets the minimum design thickness.

a. Follow the specified minimum thickness in the spec.

9) Spec Section 33 01 30.73.3.6 States curing temperature shall be monitored throughout the length of the liner. Will monitoring at end and intermediate manholes be acceptable?

a. Contactor should be able to monitor the throughout the whole length of the liner.

10) Will the owner locate and make accessible all the manholes associated with the project, including but not limited to those that are buried, located under buildings, etc?

a. The Owner may locate the existing storm line and known utilities. However, it is contractor’s sole responsibility to investigate and identify all utilities within the work area.

11) Some pipe sections to be lined (such as on sheet C-104 ) do not appear to terminate at a structure. CIPP lining must be installed structure to structure in order to install, monitor and finish. Will the owner add manhole or CB structures at these points?

a. All CIPP lining has two structures at begin and end. If there is any, Contractor shall add CB structure as required. Please include them in the bid price.

12) Will the owner allow closure of parking areas during normal business hours in order for contractor to safely perform the work?

a. Yes. If the work requires parking lot closure. However, we like to minimize any parking lot and roadway closure.

13) Are there any time restrictions when working in particular areas of the site?

a. No particular area of restriction. All work has to be coordinate with the Owner.

14) New precast structures CB20171, CB20172, and MH20168…which priority are they? They are not attached to any other work?

a. Consider these structures as priority no. 1

15) SECTION 33 01 30.14 PRECONDITIONING AND CLEANING OF SANITARY SEWERS, 3.3 HEAVY CLEANING – States that, “ No additional payment will be made to the Contractor for "heavy cleaning" operations outside of the CCTV Inspection with Cleaning unit price item.” BID SCHEDLE ZHTV 090235; REPAIR STORM DRAINS AREA B does not have a Unit Price Item for CCTV Inspection with Cleaning. Please clarify how any work associated with Heavy Cleaning, if required, would be paid.

a. CCTV shall be included in any heavy cleaning line item.

16) SECTION 33 01 30.73 CURRED-IN-PLACE PIPE (CIPP,) 3.3 MAINLINE PREPARATION, A.1. States that, “Debris Disposal: Coordinate locations for disposal with Owner. A location on installation will be provided.” Please clarify the location of the disposal areas and if the Contractor is required to pay any fees or costs associated with disposal of debris at these locations.

a. Any large debris encountered during the mainline preparation shall be disposed to offsite.
