Project 090235 Repair Storm Drains Further Clarifications to RFI Set 3 7/10/2018

1) There are 14 runs of pipe that state the existing material is RCP. If that is truly reinforced concrete pipe, can those runs really be burst? Also there are some runs that are very small. By the time pits are excavated it would already have been open cut.

Answer: Performing either pipe-bursting or open cut to replace the RCP pipe is contractor's 'means and method' choice. Bid what is comfortable for the contractor's performance. The A/E designer opined that pipe bursting is possible for RCP, and the Government Client believes they have completed several projects that did pipe-bursting for RCP, but doing so or not on this project would fall under a contractor's "means and method" decision in deciding how to perform the requirement. The requirement is to replace the existing pipe with new a pipe either with "cut and replace" or "pipe bursting". If the contractor sees the pipe bursting is not feasible, then it should bid pricing with open cut. The list of RCP pipe to be replaced has been provided previously.

2) Will the CIPP warranty period in the Specifications Attachment stay at a 5 year warranty period?

Answer: As is indicated in Addendum 2 to the Solicitation now posted on FBO.gov, the CIPP warranty period has been amended from 5 years to 1 year.

3) In RFI Answer set 3, answers to questions 3 and 7 discussed “capturing” steam used to treat pipes. What does the Government envision “capture” to entail?

Answer: The intent of the answer was to indicate the capture requirement is for Contractors to capture only any condensation/moisture that results from the steam curing process. Steam can still be released from a pipe vent, yes. Any smell, moisture, heat, or other impact to pedestrian traffic from the venting process would need to mitigated as much as practicable.
