Salient Characteristics Evaluation FA8601-17-T-0011

Vendor Questions Answers

1. For the High Density Storage systems, please advise what is meant by “floating modular floor”. Can the floor and rail that are part of the high density system be anchored to the floor or non-anchored? Can the floor on the high-density systems be plywood? What is meant by “non-porous floor”?

The high density storage systems shall have an aluminum ramp that is anchored to the floor. The floor shall be non-porous such as aluminum to provide a non-slip surface that resists bacteria and dust.

2. Wright Patterson Air Force Base Medical Center has different categories of Infection Control procedures based upon the Scope of Work involved. Please advise which level this project would be if there are no floor or wall penetrations involved and what level it would be if there were floor penetrations involved.

The high density storage systems shall meet WPMC Infection Control requirements. There shall be no floor penetrations. The storage system shall be at least 8 inches above the floor.

3. During the walk through we were informed that the SPD department would like to re-use some of the existing shelving in the high density movable storage system. We will need to know the manufacture the size and shape and quantity of these shelves. If we need additional shelving to complete the system, what is the shelving specification?

- The first system shall be utilized for supply storage with a stationary section that are located from both ends and the middle. The stationary section and mobile carriages shall have at least 48” in width and is able to store supplies from both sides. The minimum requirement aisle space is 36”. The contractor shall also be able to reuse the existing 51 sections of wire shelving in the Sterile Storage department. The existing wire shelving is measured 59”W x 24”D x 8”H from Inter Metro Industries Corp. The total measurement requirements for the first system is at least 46’L x 15’w x 8’ H.

- The second system requirement also needs a 36” aisle space with a minimum requirement of 5 rolling sections and 1 stationary section shall have at least 29” in width and is able to store supplies from both sides. The total measurement requirement is at least 18’L x 12’W x 8’H.

4. During the Site Visit the Contracting Officer indicated that the vertical carousels and high density systems had been combined into a single purchase. Is it the Government’s intent to award the project to a single source that is an authorized distributor for both systems to

5. During the Site Visit it was indicated that facility plans for the space are available in either PDF or AutoCad format. Please confirm that the vendor is responsible for field measuring the space to insure that the dimensions are accurate.

Vendors are encouraged to measure the space to ensure that the dimensions are accurate.

6. What is meant by “adjustable wire baskets”? Both high density storage system shall be easy to clean and provides closure panels to prevent supplies from falling into carriages. They also shall provide adjustable wire baskets in order to accommodate bigger/bulky items.

7. Will the Metro racks that are being reused be mounted to the high density carriages? If there are Metro Racks available beyond those used on the high density system will they be repurposed in other parts of the SPD or the Medical Center?

- The contractor shall be able to repurpose 15 sections of existing Inter Metro Industries Corp., wire rack shelving on the second system and will be mounted to the high density carriages. The existing wire shelving storage system is measured 59”W x 24”D x 8”H.

- The contractor shall provide wire shelving that are easy to clean, promotes air circulation and maintain aseptic standards for the high density storage system.

8. Also please detail the installation implementation plan. We would like to see this with both the hospitals responsibility and the vendor’s responsibility.

- The contractor shall be responsible in maintaining a sterile environment in the sterile stores during the installation project.

- The contractor shall be responsible in cleaning up the section during the construction project to include debris and other unable to use wire shelving.

9. Very little information was given on the vertical carousel system. Please provide the following information: height, width, depth with and without the work counter. We also need to know the clear carrier width, depth, height and capacity. Information is also needed on the amount of carriers and intermediate carriers per unit.

- WPMC also requires a Vertical Carousel storage system. This system shall have the capability to store surgical instrument caskets to include: Half-Size Containers 11 3/4 “L x 11 ¼”Wx 6” H; Three- Quarter Size Containers 18 ½”L x 11 ¼”W x 8”H; Full-Size Container 23 ¼”L x 11 ¼”W x 8”H; Extra-Long Container 26 ¼” x 11 ¼”W x 8”H; Wide-Body Containers 23 5/8”L x 15 ¾”W x 4 ¾”H

- The contractor Vertical Carousel system shall be able to store 250 full and mid-size instrument caskets, 100 half size containers. The vendor shall provide at least 9 or 10 carriers with a minimum of 2 part fold down. The compartment shall have at least 55”W x 24”D x 13”H.

- The Vertical Carousel dimensions shall be at least 104”H x 135”W x 64”D. The shelf capacity must hold at least 300lbs.

10. Also please detail the installation implementation plan. We would like to see this with both the hospitals responsibility and the vendor’s responsibility.

The vendor shall be responsible in disposing of all shipping materials.

11. In the specification that was attached to the solicitation, was information that was proprietary to one manufacture Hanel. Please see below parts of that specifications that need to be changed are highlighted. Kardex Remstar can provide similar processors so this need to be presented in a generic format not calling out a proprietary component of a single manufacturer:

The Vertical Carousel shall have at least a single motor drive system.

12. Also please detail the installation implementation plan. We would like to see this with both the hospitals responsibility and the vendor’s responsibility.

The project shall be full turnkey. The vendor is responsible to run power to the vertical carousel.

The power available is 120/208 Volt 3 Phase.

13. Is there any additional equipment that will be housed in the space beyond the high density systems and the vertical carousels?

- The vertical carousels require electrical power and it was indicated during the Site Visit that power would come from an existing box located in the SPD. Please confirm the type of power available and whose responsibility it is to run the power from the box to the machine.

- The two high density storage systems shall have capability to mechanically assist staff and have the ability of securing safety of personnel with a safety lock.

- The Vertical Carousel system shall have the capability to interface with the Censitrac system.

14. In the below portion of your original SOW you reference another type of automated equipment. Are you also looking for a vertical lift storage unit? Highlighted in yellow.

The Vertical Carousel dimensions shall be at least 104”H x 135”W x 64”D. The shelf capacity must hold at least 300lbs.
